NIB Team: Operations
The Operations team at NIB plays a critical role in
managing and coordination the functions necessary to
assure the transition of new products from the
development phase to the production/performance phase
and to assure contract compliance on the production of
commodities. Operations Support is a high-impact team
working on a range of critical projects and issues from
growth strategies to partner development and strategy
work in emerging markets.
NIB Team Member Role: ETS Compliance Specialist
As an ETS Compliance Specialist, you will ensure that
Essentially the Same (ETS) commercial products do not
get sold to federal government consumers. The main tasks
include: ensuring that federal bids do not contain
products that are considered ETS to AbilityOne products
and services on the mandatory Procurement List that
would impact current contracts, converting potential ETS
violations to AbilityOne awards, verification of
shipment, and then following up and tracking results in
order to ensure compliance. Manage the day to day
operations of the ETS Coordinator to ensure the
administrative functions of the ETS program and database
support business needs and assist in other potential
ETS-related activities as assigned
Specific Duties and Responsibilities:
- ETS identification through monitoring various bid
boards for leakage of currently added Procurement
List Products. Bid boards to be monitored include
FBO.gov, Fedbid.com, GSA E-buy, and other Federal
acquisition sites. Identify new monitoring avenues
to ensure we stay abreast of the available sources
of leakage increased market research and
- Identify RFQs, solicitations, etc where ETS products
are included. Coordinate with contracting officer,
CFP, Associated Agency, and NIB staff to
successfully convert the request to specify
AbilityOne NSNs and or AbilityOne language included
in the solicitation – resulting in sales capture.
Utilize AbilityOne federal regulations and policies
to educate and enforce AbilityOne mandatory source
on Procurement List items.
- Identify RFPs for Acquisition Services support that
include post award, contract closeout services for
Department of Defense contracting organizations.
Post award contract closeout services are on the
mandatory Procurement List for all DoD, with support
provided by NIB. Coordinate with the contracting
officer and NIB staff to ensure the contract
closeout service requirement is properly provided to
NIB. Elevate when necessary to the Services Team and
or CFP when support is not eminent. As other
strategic service contracts are added to the
Procurement List, coordinate with the services team
to identify RFPs associated with those services
requirements and coordinate with the contracting
officer and NIB staff for appropriate action.
- Identify and convert service-supply contracts to
include AbilityOne federal regulation language to
ensure awardees are providing AbilityOne supplies
during fulfillment of these contracts. Ensure
transition to Channel Management team members for
verification of purchasing.
- Maintain a comprehensive ETS capture reporting
process to track ETS on bids/solicitations and
report to management and associated agencies results
of ETS capture activities on a regular basis.
- Identify commonly solicited commodity products that
fall outside the SKILCRAFT portfolio as potential
new product opportunities, and to protect those that
are in the process of being added to the PL from
long term commercial awards.
- Advocate for the program by providing product
information, sales information, and assisting
federal agencies in identify actions to ensure they
are compliant on bids prior to publication.
- After award, verify the shipment of the AbilityOne
product when the winner of the solicitation is an
authorized distributor to ensure the shipment of the
AbilityOne product. Track all verifications to
validate success. Coordinate with US AbilityOne
Commission to apply appropriate compliance actions
to offending dealers.
- Educate contracting officers, nonprofit agencies and
distributors on AbilityOne compliance thru webinars,
one on one trainings and general discussions.
Identify key strategic agencies and personnel to
target training opportunities.
- Educate NIB nonprofit agencies on ETS designation
procedures and ETS compliance thru webinars, one on
one trainings and general discussions.
- Verify claims of ETS against the ETS database,
screen shots from federal web sites, and other
documents to assess whether a potential infraction
is really an infraction.
- Manage the position of ETS Coordinator, which is the
position responsible for maintaining the ETS
database, adding new commercial items to this
database, verifying all questionable ETS claims, and
issuing quarterly files to distributors.
- Other ETS-related activities as assigned by
- Bachelor’s degree or other related field from an
accredited university or college or equivalent
- At least Three (3) to five (5) years of experience
in federal government acquisitions.
- Knowledge of Federal Procurement and F.A.R rules and
- Product knowledge of AbilityOne items
- Knowledge of Federal Agency structure
- Intermediate experience or higher with Word and
- Knowledge of all federal bid/solicitation processes
and websites, including how to read and understand
solicitations in depth.
- Strong project management skills
- Proficient in creating and manipulating data bases,
charts and reports
- Strong negotiation skills
- Highly organized and outstanding follow-up skills
