In order to be qualified for this position, you must meet both the basic requirements and minimum qualifications identified below:

Basic Requirements for Education Services Specialist, 1740:

Must have completed a full 4-year course of study leading to a bachelor's degree from an accredited college or university that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the following areas: Tests and measurement, adult education, educational program administration, curriculum development or design, teaching methods, guidance and counseling, career planning and occupational information. At least one course must have been from tests and measurement and adult education.

Minimum Qualifications for GS-07: Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Your resume must demonstrate at least one year of specialized experience equivalent to GS-05 level in the Federal Service assisting with or performing any of the following types of tasks: gathering information to determine educational needs, assisting with the development of educational plans and assisting with creating reports and presentations. OR a degree that meets the requirements for Superior Academic Achievement through one of the following methods. No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems. 1)2.95 GPA overall or higher or in last 2 yrs (=or less than 10% Pass/Fail) 2)3.45 GPA or higher in major or in last 2 yrs in major (=or less than 10% Pass/Fail). 3) Upper 1/3 ranking in graduating class (you must submit proof with your application). 4) National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit proof with your application). OR O ne full year of graduate education in a field directly related to this position. OR A combination of experience as described under letter A above and education as described under letter B above which, when combined, is equivalent to 100% of the qualification requirement.

Minimum Qualification for GS-09 : Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing any of the following types of tasks: determining educational needs, developing education plans and providing educational counseling. OR Have completed two full years of progressively higher level graduate education leading to a master's degree at an accredited college or university in a field directly related to this position as described in the Basic Requirements. YOU MUST SUBMIT A COMPLETE COPY OF YOUR TRANSCRIPTS OR AN ITEMIZED LIST OF COLLEGE COURSES WHICH INCLUDES EQUIVALENT INFORMATION FROM THE TRANSCRIPT. OR Have a combination of experience and education as described above under Minimum Qualifications, when combined, is equivalent to 100% of the qualification requirement. Physical Demands : The work is mostly sedentary; however, walking, bending, lifting, and climbing are required when providing outreach services to other commands. May be required to go onboard naval vessels. Physical agility is a necessity in order to work aboard ships.

Work Environment : Occasional travel may be required. The incumbent normally works in an office. However, the incumbent must be able and willing to work aboard naval vessels in port or at sea for periods of several days including overnight stays away from home port. Environment aboard ships may require working in cramped and confined quarters. I ncumbent may also be required to travel occasionally to attend conferences/seminars/training and to provide services to various Navy commands.

May be required to go on board vessels to administer educational services as required.

The incumbent is employed with the understanding that at any time he/she is subject to reassignment to another Navy College Office within the same commuting area within the 30 mile radius.

This position has promotion potential to GS-09. If selected below the full performance level, incumbent may be non-competitively promoted to the next higher grade level after meeting all regulatory requirements, andupon the recommendation of management.
