Plans and implements Title VI elder's services including meals, transportation, information and referral, advocacy, outreach, caregiver support, chore service, home health, and escort to health and social service appointments. Develop new programs to best serve elders. Maintains a high quality of all services provided.QUALIFICATIONS(Consideration may be given for equivalent knowledge, skills, abilities, education, and experience)MinimumA.A. or B.A. in Human Services or related field, work experience may substitute for degreeThree years of experience in program and personnel management Experience with writing and managing grantsExperience in budget managementExperience in public speakingExperience in policy procedure development implementationStrong leadership and team member skillsAvailability to work occasional nights and weekendsAbility to lift program materials weighing up to 30 pounds.Current First Aid CPR Certification, or within 90 days of hireValid Alaska Drivers License with non-SR22 insuranceWillingness to learn the language, culture and history of the Dena'ina peoplePreferredExperience managing an Elders/Seniors ProgramFood Protection Manager Certification Knowledge and experience working with Alaska Native/American Indian peopleESSENTIAL FUNCTIONSOversee all Elder Program functions including: supervising Elder staff in assessing and responding to issues of Elder neglect, deteriorating physical and mental health, and responding in an appropriate manner so that cycles of Elder abuse, neglect, failing health, and isolation are broken, PCA program, Elder Advocacy, Transportation, nutrition program, social activities and facilities managementMonitors grant performance, renewal and complete grant reportsResponsible for seeking new funding sources for Elders ProgramMaintains program data as required by grants or managementDevelops and maintains program procedures for recordkeeping, service delivery, confidentiality, etc.Monitors program budgets for cost effectivenessResponsible for the development of Program Operational Plans, and providing regular updates to the Director of Community Programs Trains, orients, mentors and evaluates program staffAssigns staff to individual elders for needed services, home visits, chores and transportation to appointmentsResponsible for quality assurance for the home health care program, this includes, file review and proper training for staff and eldersConducts staff meetings to coordinate servicesMaintains informational materials for use by staff, caregivers, and eldersAdheres to all regulations for protection and safety of elders and staffEnsures services are coordinated with health and dental clinics, housing department, social services, mental health center, and local service providersTreats elders with respect and courtesy at all timesReports incidents of suspected elder abuse and or neglect according to State and Tribal lawAttend training and management staff meetings as requiredAdhere to KIT policies and proceduresOther duties as assignedFINANCIAL EXPECTATIONS FOR PROGRAM MANAGERSGeneral RequirementsUnderstand and follow the financial polices and procedures of the TribeBe able to read and interpret financial performance reports containing summary accounting and budgetary informationBe able to accurately prepare a program budget and allocate expenses among different funding sourcesEnsure the prudent use of the Tribe's financial resourcesCash ReceiptsFollow the Tribe's cash receipts handling proceduresWhen staff who handle cash receipts are on leave, ensure that procedures are continued to be carried out and that new staff are properly trainedVerify that cash receipts are accurately posted into the patient billing system (if applicable)Cash DisbursementsFollow the Tribe's cash disbursement proceduresProvide account code information for all payment requests submitted to accountingPayrollEnsure timely collection and submission of employee time cards to AccountingVerify the accuracy of hours worked allocations on the time cardsUnderstand the department of labor regulations regarding overtime, exempt/non-exempt status, minimum wage, independent contract vs. employeeComplianceUnderstand your program's funding sources and compliance requirementsEnsure proper documentation and tracking of in-kind and match contributionsRisk ManagementPromote workplace and client safety to minimize financial risks and insurance costs for the TribeThis Job Description reflects Kenaitze Indian Tribe's best effort to describe the essential functions and qualifications of the job described.
