Job Summary

The Elders Program Manager is responsible for the supervision and direction of all aspects of the Elders Program. Plans and implements Title VI elder's services including meals, transportation, information and referral, advocacy, outreach, caregiver support, chore service, home health, and escort to health and social service appointments. Develop new programs to best serve elders. Maintains a high quality of all services provided.

Essential Functions
  • Oversee all Elder Program functions including: supervising Elder staff in assessing and responding to issues of Elder neglect, deteriorating physical and mental health, and responding in an appropriate manner so that cycles of Elder abuse, neglect, failing health, and isolation are broken, Elder Advocacy, Transportation, nutrition program, social activities and facilities management
  • Monitors grant performance, renewal and complete grant reports
  • Responsible for seeking new funding sources for Elders Program
  • Maintains program data as required by grants or management
  • Develops and maintains program procedures for recordkeeping, service delivery, confidentiality, etc.
  • Monitors program budgets for cost effectiveness
  • Responsible for the development of Program Operational Plans, and providing regular updates to the Human Services Director
  • Trains, orients, mentors and evaluates program staff
  • Assigns staff to individual elders for needed services, home visits, chores and transportation to appointments
  • Conducts staff meetings to coordinate services
  • Maintains informational materials for use by staff, caregivers, and elders
  • Adheres to all regulations for protection and safety of elders and staff
  • Ensures services are coordinated with health and dental clinics, housing department, social services, mental health center, and local service providers
  • Vehicle related duties include: purchasing fuel, arranging for maintenance, visual inspections, vehicle related janitorial and vehicle condition reports
  • Maintain records of transports provided
  • Treats elders with respect and courtesy at all times
  • Reports incidents of suspected elder abuse and or neglect according to State and Tribal law
  • Attend training and management staff meetings as required
  • Adhere to the Tribe's policies and procedures
  • Other duties as assigned

Lifting Requirements

Light work Exerting up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg control requires exertion of forces greater than that of sedentary work and if the worker sits most of the time, the job is considered light work.

Qualifications

Education
  • Bachelor's in Human Services or related field, work experience may substitute for degree
Experience
  • Five years of experience in program and personnel management
  • Experience with writing and managing grants
  • Experience in budget management
  • Experience in public speaking
  • Experience in policy procedure development implementation
License/Certification
  • Current First Aid CPR Certification, or within 90 days of hire
  • Valid Alaska Drivers License with non-SR22 insurance
Special Skills
  • Availability to work occasional nights and weekends
  • Ability to lift program materials weighing up to 30 pounds.
  • Willingness to learn the language, culture and history of the Dena'ina people
Preferred Qualifications
  • Experience managing an Elders/Seniors Program
  • Food Protection Manager Certification
  • Knowledge and experience working with Alaska Native/American Indian people
