DUTIES:
MAJOR JOB DUTIES:
Responsible for providing technical support, generally in the field of electronics systems and programs to the DOD and logistics communities.

Pursue the resolution of impediments to full and open competition in the replenishment of spares found during AMC/AFSC screening process due to deficiencies in the engineering data package.

Review pricing history of selected items to determine appropriate pricing for future acquisitions in support of the Cost Analysis and Zero Overpricing Programs.

Advise management, engineers, contractors, and other acquisition/logistics personnel concerning policy, procedures or interpretation of acquisition regulations and government/industry specifications and standards related to the screening process.

QUALIFICATIONS REQUIRED:
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-05) or equivalent. Specialized experience must include assisting technicians in providing technical support in the field of electronics systems and programs, as related to the support of electronics and weapons systems; assisting technicians in advising management concerning policy, procedures, or interpreting acquisition regulations and government/industry specification and standards related to screening processes.

OR

I have completed one full year of graduate level education or have successfully completed a master's degree from an accredited university.

OR

I have successfully completed some graduate level education and I have some specialized experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

In-depth knowledge of engineering data, acquisition, and management of the Competition in Contracting Act of 1984, DOD Federal Acquisition Regulation Supplement, DOD Spare Parts Breakout Program, AFI 23-105, AFMCI 21-113, and Air Force processes and systems and the nature of commodities assigned.
Skill to make sound judgments relative to the DOD Spare Parts Breakout Program in relation to Air Force Sustainment Center (AFSC) goals; to effectively and tactfully communicate both orally and in writing with staff and management of the assigned organization; and to guide and motivate lower-level technicians.
Ability to analyze, organize, and coordinate engineering data management and Air Material Command (AMC)/AFSC screening workload and assignments in order to meet program requirements and objectives, to interpret laws, statues, directives, regulations, policies, procedures, techniques and methods as they relate to all aspects of engineering data management and AMC/AFSC screening actions and to produce meaningful metrics to drive improvements to the process.
Knowledge of standard safety and health practices.
