Bachelor's degree in psychology, sociology, business, public administration, or other field; or an equivalent combination of training and experience. Other education (e.g. High school diploma/GED; Associate's degree) with relevant experience will be considered. Bilingual skills in English and Spanish preferred. Recent experience in determining eligibility for Virginia Social Services benefit programs or experience in financial screening, in determining eligibility for insurance benefits, or community or governmental resources or programs preferred but not required. Ability to interpret, apply and explain benefit programs, regulations, and procedures; to schedule and manage high volume workloads to meet established deadlines; to conduct effective interviews, both in person and by telephone; to perform basic math to compute income and benefit amounts; to communicate clearly, tactfully, and effectively, both orally and in writing. Ability to exercise sound judgment and make eligibility decisions independently. Possess basic computer skills to include updating databases and word processing. On-the-job training on benefit programs will be provided. Good driving record required. Must not reflect a total accumulation of six or more negative points within the past three years or a major violation within the past four years. Pre-employment drug testing and FBI criminal background check required.


Interviews applicants and recipients by telephone and in person, obtains necessary information, and determines initial and continued eligibility for State and Federal financial and medical assistance programs. Gathers information, collects data, and evaluates information for accuracy and consistency; contacts collateral sources as needed to verify information received from applicants. Interprets and explains benefits programs, regulations and procedures; explains applicant and recipient rights and responsibilities. Processes applications and determines eligibility and benefit levels using automated systems. Identifies needs for other services and refers to appropriate person or program. Identifies alleged fraud and makes appropriate referrals. Performs other work as required.
