This is skilled work in receiving and/or transmitting emergency telephone, radio, and alarm system calls, and entering and receiving vital information via computer terminal. Judgement and initiative are required in applying established procedures and instructions to various calls or situations.

Essential Functions

ESSENTIAL FUNCTIONS: The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned. ESSENTIAL FUNCTION: Answers emergency and administrative calls received in the Communications Center or in dispatch.

Answers incoming telephone calls; obtains necessary information and simultaneously enters information into computer. (City operators then forward to dispatch. County operators are dispatch)
Enters and retrieves data to and from the computer through the use of CRT terminals.
Calls service organizations, medical assistance, operates hearing impaired TTY, and contacts wrecker companies and maintains wrecker log as needed.
Receives notification of emergency runs from proper agencies and forwards information to dispatcher.
Maintains file for NCIC entries.
Coordinator for field units and required emergency services, managers, off-duty personnel in after hour situations.
Assists in the training of new personnel as assigned.
Processes requests for the limited distribution of sensitive information.

ESSENTIAL FUNCTION: Dispatches appropriate available emergency units using Computer Aided Dispatch system, telephones, radio, and/or maps in order to respond to emergency situation quickly and accurately.

Enters appropriate commands in the Computer Aided Dispatch software to dispatch units.
Monitors unit availability in order to identify in-service units and alternate units for dispatching.
Responds to requests by units in the field for additional support or subject information.
Analyzes information received in order to determine the priority and location of the call, the availability of units, and the type of public safety units to dispatch to the scene using computer aided dispatch and two-way radio.
Transmits accurate and complete information to public safety officers on duty in order to provide timely responses to calls for assistance from the public using radio codes, two-way radio and computer.
Ensures that sufficient units are in service for adequate coverage by keeping track of units in and out of service.
Provides accurate directions to responding units concerning location of calls, using knowledge of the assigned jurisdiction=s streets and landmarks, computer and maps.
Verifies information on subjects or emergency situations in order to assist units in making appropriate decisions in the field.
Assigns units to lunch breaks in a manner to allow flexibility for the units and to avoid a pattern to be identified. (City only)
Broadcasts particulars of wanted persons and vehicles on immediate and repetitive basis as required.
Monitors alarms received through computerized map and dispatches appropriate units. (City only)
Obtains information such as lookouts, social security numbers, race, gender, DOB, and or serial numbers and relays to field units or appropriate division, agency, etc.
Provides impound number and event numbers as requested by field units. (City only)
Operates NCIC in order to identify outstanding warrants on subjects and to notify units of necessary information.
Dispatches non-emergency calls to appropriate personnel such as wreckers, utilities and other support personnel using the administrative radio channel.
Obtains relevant information such as advisements from previous shift personnel in order to be aware of certain information.
Contacts and request services from utilities, wreckers and other support services using the administrative channel or the telephone in order to render appropriate assistance to the public.
Impounds vehicles by contacting wrecker services and requests vehicles to be towed to the impound lot. (County operators do not impound.)
Learns new procedures and the assigned jurisdiction=s geography including street and block number, districts, and cross streets.
Performs checks on the radio equipment to ensure equipment is operating properly.

ESSENTIAL FUNCTION: Assists in the execution of legal services and provides support to deputies (County only)

Contacts State troopers, state forestry, the humane shelter, etc. to obtain assistance for deputies.
Accesses and checks warrants using NCIC.
Accesses criminal histories using NCIC.
Performs background checks for pistol permits.
Relays information to the Probate Judge and/or probate staff regarding probates that have been brought into custody.
Contacts hospitals to reserve space for probates being brought into custody.
Executes and/or serves legal documents to citizens from the dispatch area.

Knowledge, Skills and Abilities

Knowledge of standard procedures used to respond and direct 911 calls.

Knowledge of NCIC procedures, codes and methods for data entry, modification, update and cancellation.

Knowledge of geography of the assigned jurisdiction to include block and street number, districts, prominent buildings, and cross streets as needed to quickly dispatch available units to the situation.

Knowledge of what information should be considered confidential.

Knowledge of the capabilities/limitations in responding to requests from the public.

Knowledge of the capabilities/limitations of the communication system being used in order to perform the required operations and to report equipment failures.

Knowledge of personal standards regarding uniform attire, language, personal hygiene, attendance and expressed attitudes toward co-workers or people associated with the organization.

Knowledge of the administrative organization of the department in order to route traffic correctly.

Knowledge of the rules, regulations and requirements of the Federal Communications Commission (FCC).

Knowledge of the various, city, county and state departments/agencies involved in emergency response/preparedness.

Knowledge of the dispatch software to include keyboard commands, screens and menus and commands as needed to perform dispatch work on the computer.

Knowledge of reference material such as cross reference book, location maps and new area maps as needed to quickly identify where locations are and which units should respond.

Knowledge of the radio codes used by law enforcement and fire personnel in the county which may include Montgomery Police codes, Montgomery Fire codes, and/or State Trooper codes as needed to communicate information over the radio.

Knowledge of all Communications Center policies pertaining to radio usage, personnel, dress code as needed to operate the dispatch radio within proper guidelines. (City only)

Knowledge of the Sheriff=s Office dispatch policies pertaining to radio usage, personnel, dress code as needed to operate the dispatch radio within proper guidelines. (County only)

Knowledge of the procedures for executing legal documents. (County only)

Knowledge of the proper chain of command in the department/office as needed to report situations and information appropriately to supervisory personnel.

Skill in operating a computer terminal, personal computer, typewriter and peripheral equipment.

Skill in the use of electronic radio and telephone equipment.

Skill in eliciting information such as work orders, work assignments, CRT screen instructions, computer printouts and other numerical or descriptive material.

Ability to read maps and give directions.

Ability to maintain accurate records and reports.

Ability to remain constantly alert and to maintain discipline on assigned shift.

Ability to understand and follow oral and written commands and instructions.

Ability to detect errors or discrepancies in the entry of records, posting data, or other log entries.

Ability to memorize phone numbers and names of persons to call quickly in the event of an emergency.

Ability to speak slowly, clearly and concisely in order to communicate with staff or transmit information over the radio or telephone to include enunciating words, letters and numbers.

Ability to read maps and give directions to units in the field responding to calls.

Ability to maintain effective working relationships with co-workers, supervisors and the general public.

Ability to obtain required information from callers who are upset, angry and/or distraught to include calming people down and asking them to repeat information as needed to dispatch proper units to assist the public.

Ability to quickly determine which units are available and which units to dispatch if initial units are not in service.

Ability to sit for extended periods of time without breaks as needed to perform dispatcher work tasks.

Ability to perform several tasks simultaneously as needed to perform the various dispatcher tasks and manage a high call volume.

Ability to determine the type of call using the caller information, narrative and radio codes as needed to ensure the proper assistance is dispatched to the situation.

Ability to recall numerical information such as street numbers, tag numbers, block numbers, unit numbers, district numbers, and addresses as needed to quickly dispatch the proper public safety units to locations.

Ability to remain alert for extended periods of time as needed to answer calls and dispatch units during a shift.

Ability to quickly recognize and document caller information as needed to accurately dispatch public safety personnel.

Ability to detect differences in colors as needed to read monitors for determining the status of units.

Ability to read and interpret legal documents so that they will be executed properly. (County only)

Ability to identify changes to GIS mapping. (County only)

Minimum Qualifications

Must have six (6) months experience as a radio dispatcher and/or communications operator with a public safety organization using computer aided dispatch (CAD) software.

Special Requirements

Must be available to be on-call during emergency situations and to work shifts, weekends, holidays, and overtime as needed. Applicants will be required to submit to a thorough background investigation prior to employment.
