Summary:

Provide HR Generalist support to staff in the attainment of individual and organizational performance goals while also helping to ensure adherence with organizational policies and procedures and applicable labor law regulations. This includes, but is not limited to, delivering excellent services in the areas of employee relations, performance management, policy and compliance, training, and recruitment. Provide support to executive management on compensation and benefits. The HR Manager forges positive and constructive relationships with staff across all levels while remaining an objective and impartial upholder of fair and ethical business practices.

Essential Job Functions: Ø

Provides advice and counsel to managers and supervisors on a wide variety of personnel issues, including conflict resolution Ø

Ensure managerial compliance with all external labor laws and consistency with internal policies, procedures and practices Ø

Identify managerial skill development needs and deliver small group trainings to enhance managerial competence and understanding of organizational policies and procedures Ø

Provide outplacement counseling for reductions in force and conduct exit interviews on all voluntary resignations Ø

Provide guidance and counsel on performance management related systems including performance reviews, objective setting, individual development plans, and corrective actions Ø

Identify the need for and participate in investigations of misconduct, including maintaining the appropriate documentation Ø

Help implement and train staff on agency policies and procedures Ø

Lead full-cycle recruitment and selection efforts, including hiring approval process, job posting, candidate sourcing and screening, development of talent pool and management assistance in interviewing Ø

Liaison with benefits broker on benefits contract renewals in coordination with and under oversight of Executive Director and Controller Ø

Act as primary resource for staff and mangers on all internal policies, including leave policies such as integration of FMLA, Workers’ Compensation, Short-Term Disability and personal leave of absences Ø

Maintain current information about staff, open positions and applicants in the HRIS system Ø

Maintain internal employee relation and coaching logs and reports for management review Ø

Knowledge of pertinent federal and state regulations, filing and compliance requirements, including HIPAA, ERISA, COBRA, FMLA, ADA, OSHA, EEO, Medicare and Section 125/132 plans as well as pertinent funder requirements such as the DOH, DOE and DYCD Ø

Maintain confidentiality of information. Take steps to ensure documents, files and information are kept secure and employee related information is not shared outside of a “business need” context Ø

Guide, manage and monitor the hiring, promotion, transfer and termination processes

Secondary Job Functions: Ø

Assist with fingerprint clearing process and other new hire paperwork processing and filing Ø

Initiate, manage or participate in special projects in support of organizational initiatives, including all HR related events Ø

Conduct job analysis and annual salary surveys as well as provide support in the writing of job descriptions
