This position serves as the NCDOT State Value Management Engineer and is responsible for administering the statewide Value Management Program. Manage staff responsible for administering the Value Engineering Program, Product Evaluation Program, Resource Conservation Program, Risk Assessment Program, Constructability Review Program, and Post Construction Assessment Program. Establish Unit goals, priorities, procedures, services, and programs. Assist in the determination of decisions regarding impact to the public interest in regards to cost, budget, value, construction methods, and the integration of innovative practices used nationally and globally. Position assists in the incorporation of said practices in the form of evolution of policies, procedures manuals and guidelines used across the state and the Department. Position is ultimately responsible for the solutions and decisions related to programs, services and functions under his/her purview.
Knowledge, Skills and Abilities / Competencies:
License as a Professional Engineer preferred. Thorough knowledge of and ability to interpret professional engineering theory, techniques, practices and procedures, organizational structure, and/or extraneous factors or implications. Ability to apply knowledge of and interpret local, state and federal rules/regulations governing this area of work. Ability to apply knowledge of supervisory practices and skill in supervising others, including communication skills, how to delegate and assign work, how to evaluate performance and to conduct investigations and participate in disciplinary actions. Ability to supervise and administer programs, think critically, manage change and communicate effectively.

Minimum Education and Experience Requirements:
Engineer supervisor: Bachelor's degree in the engineering discipline related to the area of assignment and two years of related engineering experience; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
