USRA a non profit organization is looking for a full time Enterprise Architect for our government contractor in the Washington DC Metro area. The successful candidate will have demonstrated experience developing an actionable Enterprise Architecture (EA) within the Geospatial domain. A key focus of the EA effort will be the alignment of solution architectures with the needs of domain specific operational and mission capabilities. This alignment must support senior stakeholders in making critical investment trade decisions across the DOTMLPF construct and enable a useful portfolio management discipline. In addition, the Enterprise Architect will lead an integrated team of operational, data and solution architects in transforming the customer’s current tradecraft areas, supporting new collaboration opportunities enabled by emerging Cloud technologies.

Specific task responsibilities include:
Develop architecture principles, strategies, and methodologies to support the construction of current, transition and target architectures

Develop an EA roadmap to achieve the target architecture, consistent with the agency’s vision and mission capability requirements. Align investments across the DOTMLPF construct and ensure traceability to key community reference models to include the Joint Architecture Reference Model (JARM) and Federal Enterprise Architecture (FEA) – Consolidated Reference Model (CRM)

Develop DoDAF 2.0 compliant Capability View (CV) products as required to ensure the agency’s strategic vision and mission critical capabilities are realized throughout the EA

Ensure DoDAF 2.0 compliant Operational View (OV), Data/Information View (DIV), System View (SV) and Service View (SvcV) products are developed and aligned to CV capabilities; verify that relevant performance Measures of Effectiveness/Measures of Performance (MOEs/MOPs) are allocated and tracked throughout the EA

Support development and integration of Mission, Applications, Content, and Infrastructure service catalog(s) to capture the NSG’s full range of services for the user community

Provide support to a comprehensive governance approach in developing architecture artifacts. Monitor for compliance with EA principles and strategies, ensuring that artifacts are developed to support timely decisions

Develop and implement architecture frameworks, metamodels, methodologies, standard operating procedures (SOPs), style guides, and presentation material supporting construction and integration of architecture artifacts

Develop training and orientation courseware for the architecture team and customer stakeholders to ensure consistent architecture product development

Facilitate and lead EA integration sessions with customer stakeholders, industry, and contractor support personnel

Provide inputs on existing and emerging standards in support of updates to the NSG standards profile ensuring alignment with the agency’s architectural principles

Prepare inputs for operational assessments to determine potential future standards and specifications to be added to the StdV-1, StdV-2 products

Required Skills

BS/MS in Engineering, Computer Science, Information Systems or equivalent

EA Certification by a recognized Government or academic institution

10+ years in enterprise architectures supporting a mission critical operational and solutions development effort

Demonstrated experience developing/integrating architecture models across the capability, operational, and solution domains to include both structured (functional decomposition) and object techniques

TS/SCI clearance

Experience using relevant EA tools (IBM-System Architect, CASEWISE, Troux)

Desirable Qualifications:
2+ years in requirements analysis, standards selection or engineering document preparation

Knowledge of the NGA acquisition process and RFC process to include RFC preparation

3 - 5 years experience with IC, NSG or NGA operations (including mission partners)

Awareness and use of key community reference models (JARM, FEA-CRM)
