Housing and Services, Inc. is a 25 year old not-for-profit developer and manager of special needs housing in NYC. Our mission is to end the cycle of homelessness permanently by providing safe, nurturing, and empowering environments with comprehensive services that are designed to reduce crisis and improve health and housing stability outcomes for those most at risk (SPMI's, MICA, very low-income seniors, the chronically homeless, people living with AIDS, and veterans).
Housing and Services, Inc. is seeking a full-time Entitlement Specialist to provide client/tenant self-sufficiency and life skills through direct client/tenant interface by promoting financial planning via facilitating the obtainment and maintenance of entitlements / rent subsidies.
-Obtainment of income verification and other required information from clients/tenants upon move in and certification in accordance with LIHTC, Section 8 and other relevant guidelines
-Coordination of applications and recertification materials sent to and processed by relevant funding agencies to ensure such agencies perform in an accurate, timely and complete fashion
-Ensuring that client/tenant files are maintained in accordance with LIHTC and relevant entitlements guide lines
-The Entitlements specialist will monitor and control relevant client/tenant entitlements information by, including but not limited to:
-Performing procedures to ensure that current and past client/tenant lease data bases reflect entitlements information in an accurate, complete and timely basis, including but not limited to client/tenant move ins/outs and tracking changes in client/tenant entitlement shares
-Ensuring that summarized information conforms to key data base reports (e.g., monthly rent rolls)
-Monitoring and collecting entitlements receivable from relevant funding agencies
-Preparation of meaningful reports about billing and collections status for senior Kenmore and HSI management.
-Upon client/tenant move-in, verifies tenants qualify according to LIHTC and Section 8 guidelines by meeting directly with client/tenants and accumulating and/or assisting client/tenants in obtaining necessary income verification and other information required by LIHTC and relevant funding agency guidelines.
-Prepares in house move-in form, completes lease, fills out LIHTC certification form, and forwards move in form to the rent administrator to be entered into Timberline.
-Maintenance of appropriate "tickler files" to ensure LIHTC and other relevant recertification's are performed in a complete and timely fashion.
-Ensures database stability on daily and monthly basis regarding changes in share by updating site lease database control log and tenant master roster.
-Working on database maintenance, specifically tracking section 8 take backs and payments with the rent administrator and H.S.I. management to address problems immediately with HPD and clients.
-Reconciliation of the master roster to the monthly rent-roll before the first day of that billing month and preparation of monthly gross rent potential report to:
-Responsibility for entitlements accounts receivable generated by the Timberline Property Management system to follow up with third party subsidies on errors in payment including both overages and unders.
-Work with Program Director and social service staff to assess tenant capacity to live independently, and when necessary facilitate tenant transition to alternative housing.
-Responsible for tracking vacant units, arranging for HPD HSQ units, and tracking preparation of vacant units requiring HPD HSQ inspections.
-Perform additional duties as assigned
College graduate or equivalency required;Minimum three years' experience in data base management (e.g., property management or revenues/receivables or accounts payable) with significant customer/vendor interface;Good interpersonal skills required to work sympathetically and yet firmly with client/tenants;Demonstrated proficency in general office software (e.g. Excel/Word) and ability to quickly gain proficiency in data base/billing/accounts receivable computer systems. Timberline experience is desirable but not required; Good organizational skills in maintenance of both physical tenant files and computer files;Ability to grasp the purpose of internal control procedures surrounding the maintenance of client/tenant information and diligence to complete all tasks in complete, timely and accurate fashion;Ability to quickly grasp technical aspects of LIHTC and entitlements requirements. Prior LIHTC and Section 8 experience is desirable but not required. Obtainment of a LIHTC compliance training certificate within 18 months of employment is a requirement; Basic accounting skills required. Understanding of accounting period cut-offs is essential.
