Job Description:Associate/Intermediate:
The Subcontract Technical Representative (STR) is part
of the Facilities Construction and Facilities
Department. The successful candidate will provide
oversight and management of subcontracted Services and

Maintenance activities. Major responsibilities include:Associate:
1. Reviews and interprets drawings and specifications,
oversees subcontracted work efforts for compliance with
project specifications, perform routine inspections
supporting Bettis plant infrastructure, and ensure
safety, security, environmental, and technical
requirements are met.
2. Provides technical support in all phases of
subcontract formation, project execution,
testing/inspection, submittals, change notices,
evaluation and coordination of subcontrator payment and
closeout of work scope.
3. The candidate will work with Acquisition Management
and Engineering in the preparation of bid request
packages and will assist in the evaluation of bids
received, evaluate schedules for subcontracted work,
assist in the conduct of pre-proposal tasks, perform
pre-job briefing/project progress meetings and
participate in mobilizing the subcontactor.
4. Duties include obtaining required permits, lockouts,
escorts, safety plan approvals and releases as well as
coordination of planned shutdown of equipment/systems,
and providing assistance for lockout/tagout of
equipment.
5. Participates/coordinates mobilizing contractor
personnel, including badging.
6. Performs verification of work in progress to ensure
requirements of safety, security, technical drawings and
specifications, quality, cost, waste management,
industrial hygiene, schedule, etc, are met.
7. Maintains a direct relationship with the Procurement
Contract Administrator to execute the scope of work.

Intermediate:
1. Provides support to Services subcontractors by
performing Subcontract Technical Representative
responsibilities for Service and Maintenance
subcontracts.
2. Provides technical/programmatic guidance on multiple
Services and Maintenance management tasks.
3. Provides recommendations regarding methods and
provides technical assistance for field changes.
4. Reviews and interprets drawings and specifications to
determine if information is adequate for successful
completion of subcontracted work.
5. Oversees multiple and non-routine construction
project work for compliance with the requirements.
6. Performs constructability reviews of complex Services
projects during design preparation and execution.
7. Provides technical support in all phases of Services
subcontract formation, project execution,
testing/inspection,and project closeout for multiple
contracts.
8. Maintains records of installed quantities and
completed work.
9. Prepares progress reports for multiple projects and
keeps supervisors and Project Management informed of
project execution status for multiple projects.
10. Works with Procurement in the preparation of complex
project bid request packages; evaluates bids received
for acceptable schedules and technical requirements; and
actively participates in the conduct of pre-proposal,
pre-construction, and progress review meetings for
subcontracted work.
11. Participates/coordinates mobilizing contractor
personnel, including badging.
12. Obtains any required permits, lockouts, Escorts, and
work authorizations prior to commencing work on site.
13. Performs verification of work in progress to ensure
requirements of safety, security, technical drawings and
specifications, quality, cost, waste management,
industrial hygiene, schedule, etc, are met.
14. Maintains a direct relationship with the Procurement
Contract Administrator for multiple and complex projects
to execute the scope of work.

Job Requirements:Associate:
BS degree in Construction Management, Technology, or
another related field from an accredited college or
university

Intermediate:
BS degree in Construction Management, Technology, or
another related field from an accredited college or
university
A minimum of 2 years of experience in construction
management or subcontract technical administration on
large commercial construction projects
