This position will provide Environmental Health and Safety Reporting, maintenance, and
analysis to ensure regulatory compliance (OSHA, EPA, DOT, ADEQ, MCAQD, and
COGFD) at the Goodyear Facility. Represents the company and acts as a liaison with
governmental agencies and representatives. Tracks, approves and audits programs for
the disposal of hazardous wastes.
Ensure that all facilities are in complete compliance with all applicable laws and regulations.
Routinely review all applicable local, regional, state and federal regulations and interpret requirements to the organization.
Provide development and implementation of routine audits to identify and correct non compliance conditions.
Develop and implement procedures to ensure that new systems do not introduce environmental, health and safety risks (new chemical, process flow, equipment, etc.)
Manages the production of all EPA required permits and reports including, but not limited to:
In conjunction with the Air Emissions Permit, screen all chemicals in the GYR inventory and establish hazardous materials codes; determine which chemicals contain volatile organic compounds (VOC’s) and calculate VOC factors including photo reactive VOC’s for each unit ( i.e. can, quart, etc.)

Maintain an updated database of Material Safety Data Sheets for all chemicals in inventory.
Direct the disposal of or discontinue the use of chemicals that are no longer needed.
Approve the purchase of all new chemicals other than maintenance manual or customer mandated materials; approve all proposed chemical purchases for need, exposure hazards, and compliance with Clean Air Act standards.
Find replacements for existing chemicals that contain materials regulated by OSHA, EPA (Clean Air Act.)
Find replacements for existing chemicals that contain extremely hazardous substances or ozone depleting components.
Develop standard operating procedures for the use of hazardous chemicals or processes (i.e. painting, stripping, etching, etc.)
Maintain copies of current Air Emissions Standards, Environmental Compliance References, OSHA regulations and Regulated Chemicals List.
Stay abreast of any changes or proposed changes with current local, regional, state and federal Environmental, Health and Safety regulations.
Maintain good working relationships with Arizona Department of Environmental Quality, Environmental Protection Agency, Arizona Division of Occupational Safety and Health, Occupational Safety and Health Administration, Maricopa County Air Quality Department, City of Phoenix Aviation Department Environmental, City of Goodyear Fire Department.
Develop and maintain the following plans and Manuals for the Facility:
Develop and aid in the implementation of critical Environmental Health and Safety programs such as the following:
- Facility Contingency Plan
- Spill Prevention Control and Countermeasures Plan,
- Emergency Action and Fire Prevention Plan
- Hazardous Materials Security Plan
- Facility Safety Manual
- Storm water Pollution Prevention Plan
Provide development and management of all required OSHA, EPA and DOT required training programs.

Good Public speaking and teaching skills to administer all required OSHA, EPA and DOT required training.
Respond to emergencies during regular work schedule and off shift times. Act as Incident Commander for the Facility.
Coordinate Workers Compensation and Return to Duty Programs.
Maintain OSHA 300 log.
Maintain all Workers Compensation case files and report all workers compensation claims.
Investigate on the job accidents and incidents using Root Cause Analysis to ensure safe working practices are being followed.
Manages on site Emergency Response Team. Responds to small scale chemical spills, performs Confined Space Entry Rescue, and treats all on site injuries.
Perform other duties as assigned.
JOB QUALIFICATIONS: Duties require the equivalent of a four year college degree in Chemistry, Biology, Environmental Studies, Environmental Engineering, Industrial Hygiene, or a related area; and five (5) to seven (7) years progressively responsible experience; OR the equivalent combination of education and experience. Must possess thorough working and administrative knowledge of OSHA 29 CFR 1910 and 1926 regulations, 49 CFR DOT regulations, EPA 40 CFR regulations, International Building Code, Uniform Fire Code, International Fire Code, NFPA standards, ANSI standards and ASME standards. Advanced computer skills including Word, Excel and Power Point. Must have excellent written and oral communication skills. Must be able to read, write and understand the English language fluently. Visual Acuity must be 20/40 corrected. Must possess the following certifications:
- OSHA 501 trainer card (OSHA 30 hour card minimum)
- 49 CFR DOT trained
- 40 CFR RCRA trained
- IATA trained
- OSHA 40 hour HazWoper certified
- Advanced CPR, First Aid and AED certified
- Confined Space Entry Rescue Qualified
Prefer candidates with the following credentials:
PHYSICAL REQUIREMENTS: Must be able to lift 50 pounds. Subject to continual loud noises. Must be able to bend, stoop, kneel and stand for prolonged periods of time, climb steps, ladders and or service/stands. Must be able to work at heights utilizing fall protection equipment.
