This position serves as the supervisor of the Attainment Planning Branch within the Division of Air Quality's Planning Section. Duties of the Branch include: developing air quality plans and control strategies to attain and maintain National Ambient Air Quality Standards, developing emission inventories to meet federal reporting requirements, performing emissions and photochemical modeling, participating in transportation conformity process, and issuing air quality forecasts for urban areas. The position holder serves on internal and external working groups that prepare reports to meet legislative requests and respond to EPA rules and other actions. The position organizes, prioritizes, and directs the activities of the branch staff.
Knowledge, Skills and Abilities / Competencies:
Thorough knowledge of the technical concepts of at least two of the disciplines supervised. Working knowledge of the technical concepts of the other disciplines supervised. Thorough knowledge of federal and state regulations governing the work supervised. Ability to provide leadership, plan, organize, and direct work operations. Ability to communicate effectively in oral and written form. Ability to review and critique the work of others and the ability to supervise other workers. Ability to handle with tact, consistency, and sound judgment the interaction with internal and external stakeholder groups.
Minimum Education and Experience Requirements:
Graduation from a four-year college or university with a major in one of the agricultural, biological, engineering, environmental, natural resources sciences or closely related curriculum and five years of progressive experience in environmental work; or an equivalent combination of education and experience.
All degrees must be received from appropriately accredited institutions.
Preferred Skills: Management prefers applicants with previous supervisory experience, excellent communication skills, and the ability to manage multiple projects. Experience working in or managing a federal, state or local air quality program is preferred.
