Administers and performs the environmental risk appraisal function for the Commercial Real Estate/Construction Lending Unit as well as the SBA and Conventional (Owner Occupied & Investor) Lending units throughout the country. Monitors assigned environmental risk appraisals to ensure efficiency and conformance with bank policy and regulatory requirements. Reviews incoming requests to determine the appropriate scope of environmental assignment. Obtains competitive bids from environmental consultants on the banks fee panel, and reviews all incoming bids and environmental reports for competence and completeness. Handles environmental assessment/remediation work plans, proposals and reports for clients and regulatory agencies. Manages and/or monitors on-going environmental assignments. Assists in the development and maintenance of a panel of qualified environmental consultants in various states. Prepares written technical reviews of environmental reports in accordance to Bank policy. Performs environmental risk assignments/reports when needed. Provides consultation to various lending groups and branches regarding the banks environmental due diligence policy and function. May oversee lower level staff. Other duties as assigned.
For qualified applicant, position may be located in either the Northern CA, LA/Orange County or San Diego division.
Requires a Bachelors degree in civil or environmental engineering, geology, soil science, toxicology, industrial hygiene or a related field and 4+ years of directly related environmental assessment experience including 2+ years of project management experience in Phase I, Phase II and Phase III environmental risk assessment projects . Experience corresponding with and writing environmental assessment/remediation work plans, proposals and reports for clients and regulatory agencies. A combination of education and experience may meet qualifications. Proficient knowledge and use of ASTM principle, concepts and techniques pertaining to environmental risk assessments. Working knowledge of environmental assessment/remediation work plans, proposals and reports for clients and regulatory agencies. Advanced knowledge of environmental polices. Proficient in word processing, database, internal/browser protocol and spreadsheet software. Excellent analytical skills. Excellent customer service and communication skills.
