DESCRIPTION

Under the general supervision of the Manager, Risk Management, the Environmental Specialist develops, implements, documents, and recommends modifications of WFEC's environmental compliance program, processes and procedures. The incumbent coordinates and/or performs environmental testing as required. In addition, the incumbent acts as a subject matter expert on environmental related questions and issues.

DUTIES

Other duties may be assigned. Develops, implements, documents, and recommends modifications of operating procedures and processes to ensure that WFEC is compliant with all EPA, DEQ and RUS rules and regulations. Implements environmental compliance processes and procedures. Maintains a working knowledge of applicable governmental rules, standards, regulations or requirements related to environmental compliance including but not limited to the Environmental Protection Agency (EPA), Oklahoma Department of Environmental Quality (DEQ) and Rural Utility Service (RUS). Acts as a subject matter expert for WFEC staff and other departments on these topics. Coordinates and/or conducts environmental tests including but not limited to air, water, and solid waste testing as assigned. Coordinates and/or assists with environmental audits, data gathering, analysis and reporting. Reviews and implements new environmental regulations as assigned. Evaluates and implements environmental equipment changes primarily related to monitoring. Facilitates execution of vendor work scopes and contractual requirements. Provides support both orally and in writing to operations personnel regarding the implementation of environmental compliance requirements. Identifies compliance issues requiring mitigation and assists with the development of mitigating procedures. Identifies and reports any actual or potential compliance violations. Uses computer software to gather, analyze, and present environmental data. Attends user group meetings and training as assigned. Supports other environmental staff as assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the education, experience, knowledge, skills, abilities, and behaviors required.

Education and Experience: Requires a Bachelor's degree in environmental science or a related field and two years of experience related to environmental compliance. Directly related experience may be substituted for education at the rate of two years of experience for one year of education. Preference will be given to candidate(s) that have experience in air (coordinating stack testing, QA/QC on CEMS systems, familiar with CEMS software), NEPA (RUS requirements, endangered species, cultural resources),Water (NPDES, stormwater, SPCC), or other environmental experience.

Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical documents and procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of employees, managers, clients, customers, and the general public.

Mathematical Skills: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry, trigonometry, calculus and differential equations. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills: Proficient at operating personal computers using Microsoft Office Suite.

CERTIFICATES, LICENSES, REGISTRATIONS: Current driver's license required.

WORK SCHEDULE REQUIREMENTS: This job may require a work schedule in excess of a 40 hour week and travel on short notice.
