The building of California’s Anaheim-to-San Francisco High-Speed Rail (HSR) System is estimated to bring up to 600,000 jobs throughout the State. The California system will be capable of 200-plus miles per hour. When the full system is built, it will stretch close to 800 miles from Sacramento to San Diego. California also was awarded more than $2.3 billion of the $8 billion American Recovery and Reinvestment (Recovery Act) funding, President Obama made available to States for high-speed intercity rail transportation. California received more funding than any other state in the nation.

Parsons Brinckerhoff now has a need for an Estimating Manager in Sacramento, California.
The successful candidate will be proficient in developing/reviewing estimates ranging from conceptual to detailed Engineer’s Estimates. Additionally, will be required to analyze estimates and based on completeness of design and quality of estimate information make recommendations for appropriate contingencies. S/he will review and issue escalation rates to be used in estimates; review and approve discipline reconciliations for estimates, and will have excellent presentation skills in order to present this information to the Project Team.
Additional duties include:
Reviews and approvals of discipline comparisons for estimators; presentations; reviews and approvals of bid tabs; reconciliations of engineer’s estimates and bids; development of estimating policies, standards and procedures; ensuring that timely and accurate technical cost data is available; seeking additional useful data from various sources, and reviewing designs and specifications for cost effectiveness and suggesting alternatives, as appropriate.
This position requires the professional ability to work well with client personnel and to gain the acceptance and understanding of specialized aspects of estimating procedures. Excellent communication and teaming abilities are essential. Also important will be the ability to work well with others within a team based matrix Project / Company environment.
Experience will encompass:
REQUIRED EXPERIENCE: Twenty to 25 years or more of progressively increasing responsibility in estimating within heavy civil / transit projects of $1B or more in size

EDUCATION: BS in an engineering discipline or construction management
