Advertised Summary Job Description

The Executive Director reports to the Assistant Vice President, Benefits. This position is responsible for the strategic design, management, compliant administration and communication of Columbia University's health & welfare (H&W) programs for faculty, staff and retirees. Additionally, the Executive Director works closely with the AVP of Benefits and the AVP of Labor Relations on relevant benefits in preparation for, and during, labor negotiations. Columbia University negotiates 11 collective bargaining agreements with 6 unions. Responsibilities include but are not limited to writing/reviewing of benefit communications such as enrollment materials, policies, forms, summary plan descriptions, and web content, ensuring compliance with government requirements and CU business practices. Manages the review and timely release of required notices such as SARs; is responsible for government filings such as 5500s. Plays a key role in understanding health plan utilization and cost drivers to support the AVP of Benefits and the Director of Benefits Accounting in the development of the benefits fringe pool forecasts and the H&W program budget. Responsible for plan performance evaluations, vendor management (including RFPs and vendor selection as needed), and the negotiation and renewal of benefit insurance and service delivery contracts. Works in close partnership with the Director of the Benefit Service Center who is responsible for the quality of H&W program service delivery to faculty, staff and retirees of Columbia. Provides guidance and is the subject matter expert on legislative and regulatory issues as they pertain to H&W programs; and on industry (tertiary education) best practices. Manages the completion and maintenance of general benefits survey information. Supervises a Manager of Benefits Administration and an Administrative Coordinator.

Minimum Qualifications for Grade Applicant MUST meet these minimum qualifications to be considered an applicant

Bachelor's degree and a minimum of 8 to 10 years senior-level benefits experience, either in for- or not-for-profit environments, including the consulting industry.

Additional Position-Specific Minimum Qualifications Applicant MUST meet these minimum qualifications to be considered an applicant

Must be expert in government compliance as it relates to H&W benefits. Must have superior project management, organizational, supervisory and communication skills (written and oral). Must have excellent mathematical skills and be financially savvy. Must have experience with PeopleSoft or similar HR information systems.

Preferred Qualifications

Experience in a tertiary academic/academic medical center, is preferred. Masters degree preferred (e.g., business administration, law, public health). Ideally has experience with a unionized workforce and negotiations. Actuarial science skills, process improvement skills (e.g. six sigma training).
