Performs duties managing and supervising the research and analysis of information to write reports in support of the development, evaluation, monitoring, and implementation of comprehensive studies, plans, programs, and land development regulations. Employees in this class perform duties of extensive difficulty requiring considerable initiative and independent judgment under administrative direction.
Essential Job Functions:
Manages and supervises the work of professional staff, by scheduling, assigning, and reviewing work, providing training and counseling and evaluating performance. Manages the collection, analysis, and presentation of facts and trends for use in evaluating land development proposals and community growth and development plans, studies, and reports. Negotiates conditions of approval for various development projects and manages and reviews information to be used in studies and reports relating to land use, economic development, transportation systems, utility systems, community facilities, population, housing and neighborhood plans and programs. Manages the writing of subdivision and other land development regulations. Manages the writing of future land use, transportation, community facility plans, and other comprehensive plans. Manages the analysis and presentation of data for use in the development of capital improvement plans and programs. Represents the organization at interdepartmental and intergovernmental meetings. Assists in the planning, organizing, and direction of all activities involved in the Growth Management Department. Provides recommendations and assistance in carrying out policies and regulations relating to the department services. Prepares reports of the operating units within the department. Participates in the preparation of reports and research associated with planning, including land use and interpretation of the Comprehensive Plan. Directs the activities of the County’s long-range planning program and coordinates comprehensive plan revisions and updates. Functions as a supervisor of planning operations in the absence of the Growth Management Administrator. Performs related work as required.
Knowledge, Skills and Abilities:
Knowledge in one or more areas of comprehensive planning principles and practices. Knowledge of the laws, rules, and regulations relating to County planning. Knowledge of laws and regulations governing comprehensive planning, and Comprehensive Plan revisions and updates. Knowledge of data collection methods and statistical analysis techniques. Ability to negotiate comprehensive planning policy agreements. Ability to apply managerial techniques, including the performance evaluation process. Ability to make presentations to groups. Ability to proof own work and the work of others. Ability to prioritize work. Ability to work effectively with others. Ability to communicate effectively both orally and in writing. Ability to manage, plan, organize, staff, direct, control and supervise the work of others. Ability to collect, organize, and evaluate data and to develop logical conclusions, reports, and presentations. Ability to use appropriate computer applications and supervise others in their use.
PHYSICAL SKILLS: Ability to communicate effectively using speaking, hearing, writing, and vision skills.
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited college or university with a Master’s degree, or higher, in Planning, Public Administration, or related field. Five years of professional experience as a planner, which includes three years of experience as a planning project leader. Experience processing applications for Development of Regional Impact (D.R.I.’s) under Chapter 380, Florida Statues and experience working with and processing Comprehensive Plan amendments and applications. Experience in the operation of a personal computer. American Institute of Certified Planners (A.I.C.P.) certification preferred.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must possess a valid driver’s license.
