FINANCIAL ASSISTANCE SPECIALIST

ESSENTIAL DUTIES INCLUDE:
• Determines eligibility through processing applications, face-to-face interviews, & asset assessments for all programs in accordance with Federal, State, & County guidelines; evaluates ongoing case eligibility; processes household changes as reported or discovered. • Explains & interprets policies, rules, & procedures for clients, other individuals or to groups; explains client rights & responsibilities; provides orientation overviews; explains options & processes; serves as ongoing client resource & advocate. • Coordinates services; collaborates & corresponds with internal & external providers. • Maintains current knowledge of policies for all programs & shares that knowledge with residents & program participants to keep them informed of their rights & responsibilities.
• Enrolls participants in health plans, including MNsure/Health Care Exchange; determines cost effectiveness of employer-offered health insurance; serves as client advocate & investigates & resolves problems related to managed care. • Utilizes & navigates between multiple computer programs to access & provide benefit information & to ensure accurate interfaces & referrals.• Accurately codes MMIS billing systems with resident’s health care eligibility information. • Coordinates services to gather necessary medical documentation to allow the state to make disability determinations. • Prepares & participates in appeals processes; takes appropriate action based on appeal decision. • Operates within laws that govern Data Privacy & Freedom of Information.

• Performs related duties as required or assigned.
Requires equivalency of high school graduation & four years of related work experience in a position involving social services, financial tracking, program eligibility, or working with benefits. Recent MAXIS system or Financial Worker experience & bilingual abilities strongly preferred. One must possess excellent interpersonal skills & be able to multi-task in an environment with changing priorities. The incumbent shall possess a valid driver’s license & provide a reliable means of transportation for the performance of work responsibilities
