FARM SERVICE AGENCY (FSA) COUNTY EMPLOYEES: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

This position is assigned to the KC FINANCIAL SERVICES CENTER PMO, Payment Management Office located in KansasCity, MO.

  • Serves as a Financial Specialist in the Payment Management Office, Payment Operations Group. In this capacity, the incumbent is responsible for the development of standard operating procedures, prompt document and record searches, account data reconciliations, accounting entries, balancing and correction of ADP account data, completing daily, monthly or ad hoc reports as needed, investigative research, and training of other employees.
  • Carries out studies, surveys, analyses, development and testing of new systems, and evaluates ongoing operations, methods and procedures involved in the assigned function of CCC disbursements within the Financial Services Center.

You may start at the GS-11 level if you have one of the following qualifications:

One full-time year (12-months) of specialized work experience equivalent in difficulty and responsibility to the GS-09 level in the Federal service, that equipped me with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Knowledge of and skill in applying analytical and evaluative methods and techniques to identify and determine the impact of missing and/or erroneous transactions or information quickly and accurately in order to effect or recommend corrective actions and advise applicable management levels. Knowledge of applicable software to prepare, update and communicate various documents.


Successful completion of at least three full years of progressively higher level graduate education leading to a Ph.D. degree from an accredited college or university with a major field of study in business administration, finance, accounting or other fields directly related to the position to be filled, or a LL.B or J.D.


Combination of graduate level education and specialized experience that qualifies me for this position. Only graduate education beyond the second full year (36 semester hours) may be combined with experience under this standard.

TIME-IN-GRADE REQUIREMENTS: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint clearance) and a background investigation.
