The Family Self Sufficiency (FSS) Family Advisor provides outreach, recruitment, assessment and case management services for clients of the FSS program. Responsible for a caseload of FSS program participants, and coordinating with other work units to ensure timely, efficient and quality service to clients. Provides excellent service to program's internal and external customers.
Performs outreach activities to enroll new participants in the FSS program. Activities include providing information through mailings and “flyers”, answering questions via telephone about the program and making presentations to external social service agencies.
Ensures the delivery of customer service through timely closure of relevant issues with appropriate information flow back to the clients/landlords.
Performs briefings for clients enrolling in the program to explain program requirements and benefits.
Executes the contract of participation specifying the obligations of the participant and Miami Dade Public Housing Agency (MDPHA) Housing Choice Voucher (HCV) Program for each family. Completes a family assessment; home visits may be required.
Works with FSS clients to develop short and long term goals and ensures that each contract contains training and service plan for the head of the family, which includes clearly stated goals with specific deadlines.
Modifies family contracts as necessary.
Works with other staff and appropriate community/state/social service resources to match clients with job opportunities.
Establishes participant escrow accounts.
Works with landlords whose tenants are enrolled in the FSS program, answers questions, provides direction and assists in solving tenant/landlord problems.
Monitors client progress by meeting at least quarterly with clients to assess current needs and progress.
Refers clients to area social service agencies, education programs and potential employers, and establish relationship with outside agencies on behalf of FSS clients in need of specific services.
Conducts work readiness workshops for clients.
Works with other MDPHA HCV Program staff in obtaining access to resources.
Writes weekly/monthly reports on current status of caseload, including statistics and narrative.
Ability to attend meetings and events during non-business hours.
Other duties as assigned.
QUALIFICATIONS AND REQUIREMENTS:
Bachelors Degree required or 5 years relevant experience in lieu of a degree.
Previous FSS experience required.
HCV occupancy certification by Quadel within 60 days of hire.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the HCV Program, the FSS program, and the Miami Dade housing area.
Knowledge of Miami-Dade County community groups, social service agencies, vocational services and other self-sufficiency resources.
Ability to understand, interpret, apply and explain federal and agency policies, regulations, and procedures.
Demonstrated ability to work effectively with socio-economic and ethnically diverse populations.
Demonstrated interviewing and assessment skills.
Ability to effectively communicate verbally, individually and in-groups, with internal contacts, tenants, property owners, and other external contacts as appropriate.
Ability to effectively deliver presentations to groups.
Ability to effectively write letters, reports, procedures, maintain documentation and complete required forms.
Ability to compile and organize reports.
Strong interpersonal skills and ability to work effectively on a team.
Ability to read, write, and speak English. Spanish and/or Creole language skills are a plus.
