The Field Office Family Engagement Liaison position is primarily responsible for the office’s effective implementation of services, supports and tools to promote and expedite permanency and enhance overall well-being. Family Group Conferencing is among the tools to be employed by the Family Engagement Liaison. Family Group Conferencing is a model which focuses on meetings that encourage child-centered and family-focused agendas that harness the strengths of the families. The Family Engagement Liaison meets with family members to engage around legal and relational permanency. They conduct family finding, engagement and support activities to promote permanent connections. Application of this and other models assist in better permanency and transition planning for youth and families receiving services from Casey Family Programs with the ultimate goal of achieving legal and relational permanency.

- Contacts relatives, conducts initial screening, provides an orientation to the process, and arranges for their participation in Family Group Decision Making (FGDM) or other team decision making meetings. Determines the family’s cultural and language needs. Discusses meeting location, transportation, confidentiality, and safety issues. Helps family establish a purpose of the conference and counsels families about local resources and their basic needs, if applicable.
- Via use of the FGDM and other conferencing models, develops positive relationships with each youth and family; may assist in the management of placement disruptions and coordinates the search for appropriate placement resources to ensure best outcomes for youth, new caretakers, and former care providers. Acts as a family engagement liaison in team meetings and serves as the content expert supporting staff with successful implementation of engagement strategies.
- Related to FGDM and other team meetings, maintains written case records and prepares necessary reports: court reports; program development proposals; special reports containing caseload data for annual budget; and on-going correspondence. Follows all FGDM procedures and ensures that the program remains consistent with values, beliefs, and philosophy of the model (i.e., ensures fidelity). Attends all relevant trainings and participates in the delivery of training in accordance with the level of field office need.
- Represents Casey Family Programs and the Field Office in the community. In the service of systems improvement endeavors, builds positive community relationships, develops working relationships with other social welfare professionals, learns and transfers best clinical practices, addresses barriers in the interest of improving, and promoting awareness and advocacy on behalf of child welfare issues. May develop and coordinate resources pertinent to the emotional, interpersonal, physical, educational, self-sufficiency, cultural, and legal needs of youth and families
- Works closely with State/County child welfare workers and supervisors to review cases and process referrals. Obtains detailed referral information, assesses referrals against FG Decision Making eligibility criteria and confers with referral source regarding prospective participants, including the youth.
- Other duties as assigned.
- Master’s Degree in Social Work from an accredited institution and a minimum of five years clinical experience in foster care or other child welfare and family service related practice is required.
- Broad knowledge of social work practice and clinical theory, including diagnostic and treatment skills in family systems approach is essential. Already possessing the FG Decision Making practice competency or a passionate willingness to learn and exercise the model with families is required.
- Expertise in the areas of permanency, improved well-being outcomes for youth in care, and family engagement, community supports and evidenced based and promising practices aimed at strengthening families and ensuring child safety required. Clinical expertise in the area of family systems and knowledge in the areas of substance abuse, mental health and domestic violence necessary.
- Knowledge of local and national laws, and policies and procedures governing foster and kinship care is helpful. This position requires an exceptional ability to relate well to children and families of varied cultural, socioeconomic and life-style backgrounds.
- Demonstrated excellent written and verbal communication skills are critical for this position.
- Local travel required for home visits, meetings with families, and other regularly meetings as well as occasional out of town travel are required. Driving on Casey business may require use of personal vehicle; adherence to vehicle safety guidelines and qualification for insurance is required.
- Basic computer knowledge and experience with MS Office (Word, Excel and Outlook) is necessary. An appreciation of the importance of retrieving and analyzing data is essential.
- Physical requirements include the ability to lift and reach for light objects; close visual acuity to prepare and analyze data, text, and figures; ability to type utilizing a computer keyboard; ability to travel to outside locations; and the ability to work at a computer for extended periods of time as a primary job function.
