General Job Description
This position acts as a field-based liaison between Field Operations, Gas Control, Marketing, Commercial and Commercial Operations to assist in maximizing volume flow through DCP facilities and in managing pipeline and shipper imbalances. Additionally, this position may provide support at the field level through application of SCADA information to assist in optimizing field operations and managing maintenance and reliability.
Essential Functions: (Functional requirements may vary by Asset, knowledge base, or project requirements)
1. Gas Control
Primary field contact between DCP facility, producers and downstream pipelines, managing changes to receipt and delivery volumes, curtailments, upsets, etc
Coordinates volume changes with Operations, Commercial Operations, Marketing and Houston Gas Control
Contacting Customers during abnormal operations-
Interfaces with Denver Measurement on daily and monthly volume reports.
Development of Asset-level procedures for managing gas volumes.
Monitors residue gas quality and coordinates with plants, marketing and downstream pipes to make adjustments.
2. NGL Systems Monitoring and Control:
Coordinates volume changes with Operations, Commercial Operations, Marketing and Houston Gas Control
Notification to Pipeline Customers during abnormal operations
Monitors NGL quality and coordinates sampling.
3. Btu Efficiency:
Coordinates with local Measurement Staff and Corp Measurement Staffs to identify and eliminate losses and unaccountable volumes.
Provides reports to local management personnel on BTU efficiency
Serves as a member of BTU Efficiency and L&U Teams.
4. SCADA
Primary Field support for interpreting information provided via field SCADA (Supervisory Control and Data Acquisition) Systems. This may include monitoring all data points collected via SCADA (tank levels, oxygen sensors, down signals, pigging alarms, emergency SOS signals, AC power failures, etc) and assisting the scheduling maintenance and work crews as appropriate.
Assists with and tracks to completion the development of new SCADA systems or new equipment to existing SCADA systems.
Development of maintenance and operations action plans based on SCADA information.
5. Field MOCs:
Assures completion of Field MOCs impacting SCADA operations or those impacting Marketing, Houston Gas Control and/or Commercial Operations.
Provides training and coordination on the Field MOC process.
Assists in developing operating procedures on new field facilities and communicates changes throughout the Asset and Houston Gas Control
6. General Operational Duties:
Assistance with turnaround planning in regards to impact to field operations and management of gas flow.
Assistance during emergency response
Participate in establishing field level operating procedures which allow for EHS compliance, optimal use of resources, and efficient use of facilities to move production.
Participation in developing and updating emergency response plans.
Notification of government agencies during upsets or abnormal conditions.
Facilitation or participation in Incident Investigations.
Managing impact to Operations of DOT required activities which may include participation in OQ training, managing pipeline integrity testing schedules, facility risk assessments, facility inspections, identification of HCAs, and updates to DOT O&M Manuals.
7. Other :
Using comprehensive Operations knowledge involved with troubleshooting operations problems.
Handles special compliance projects as needed.
Uses various software (MS Excel, MS Word, AMS, Maximo KMS, PODS Browser, WinCCU, Lotus Notes, PGAS, etc.) to perform tasks related to position: tracking measures, processing work orders, etc.
Checks/prepares CAM Reports, exception reports, daily reports and others and delivers to end users.
Represents company in interactions with producers, agency representatives, auditors, etc.
Interfaces with other asset personnel, technical support personnel, finance/ accounting personnel, etc.
Must be available for callout purposes and emergency calls.
Education or Formal Training:
Basic Qualifications
High school diploma or GED
Desired Qualifications
B.S. degree in science or technical field or business preferred
Physical Requirements
Incumbent must be able to move from location to location, prepare written communications, present information to other employees, process complex information, enter data to various programs and calculate various mathematical formulas.
Knowledge, Skills & Abilities:
Basic
5 years experience as a Measurement Technician, Plant Operator, Field Operator, Mechanic or I&E in the Midstream Industry
Desired
2 years experience in at least one aspect of regulatory compliance (PSM, DOT, Environmental, etc.) associated with the Midstream Industry
Has proven Leadership skills
Must be able to handle multiple priorities
Must have ability to work independently as well as part of a team.
Incumbents should have strong knowledge of operations and maintenance associated with processing, gas gathering and compression.
Have proficient PC/software skills, project management skills, the ability to read and understand system maps, fluid flow, piping design, SCADA design and process control basics
Must be able to read maps, interpret P&IDs
Must possess excellent analytical skills, organizational skills, and have strong team and customer focus orientation.
Have completed the DCP functional training/testing required
