This is highly responsible managerial work in overseeing the activities of the Public Works Field Operations Division including street and storm water systems maintenance as well as park and right-of-way maintenance. Works under limited supervision. Responsible for assuring maintenance standards are achieved. Provided direction and assures subordinates accomplish work responsibilities. Oversees operational and capital budgets and assures fiscal responsibility. Interacts with citizens and resolves concerns. Reports to the Assistant Public Works Director.

Position Duties and Responsibilities:

Manages the field operations maintenance and administrative activities of the Public Works Field Operations Division.

Supervises subordinate supervisory and support staff; supervisory duties include instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems; and recommending employee transfers, promotions, discipline and discharge.

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.

Performs administrative/office duties as required, including attending and conducting meetings, preparing correspondence, presentations, completing forms, copying and filing documents etc.

Participates in the preparation of bid documents and bid openings.

Assists in planning of projects and related budgets; reviews and participates in the preparation of maintenance plans.

Receives, reviews, prepares and/or submits various records and reports including budget documents, purchase requisitions, purchase orders, bid documents, performance evaluations, invoices, flow charts, agenda items, work orders, personnel forms, memos, etc.

Operates a vehicle and a variety of equipment such as a computer, calculator, telephone, copier, etc.

Interacts and communicates with various groups and individuals such as the immediate supervisor, other City department heads and employees, Commission members, subordinates, engineers, consultants, contractors, County government departments, customers, and the general public.

Facilitates and expedites project progress to ensure adherence to established schedules; keeps supervisor apprised of project status.

Assists in implementing emergency preparedness and response plans.

Receives and responds to after-hours emergency calls.

Motivates staff to achieve peak performance

Accomplishes work through the use of City personnel as well as outside vendors.

Interacts with administrative staff in developing resolutions to problems.

Assures City and Departmental policies and procedures are adhered to

Assist in the annual budget preparation and the monitoring of yearly operating budgets

Assures City assets are being maintained and protected

Inspects street, storm water and Landscaping system to assess maintenance needs.

Position Requirements/Qualifications:

Requires a Bachelor's degree in engineering, construction administration, business administration or other relevant field supplemented by seven (7) years of construction / public works experience, four (4) of which has been in a supervisory capacity or an equivalent combination of education, training and experience that provides the knowledge, skills and abilities.
