This position serves as the Financial Analyst for the Office of Comprehensive Services which serves as the administrative entity to ensure implementation of policies and decisions of the State Executive Council for the Comprehensive Services Act. This includes performing program financial analysis and reviews covering 131 local governments in addition to analyzing, developing and updating program policy in accordance with the Code of Federal Regulations, the Code of Virginia, State Executive Council Directives and the policies of State Agencies. It also includes assisting the Business Manager with the analysis of local government funding request and working closely with local government CSA partners to resolve fiscal, funding and policy issues and with special management reporting and responsible for the accuracy of the Agency Policy Manual.
Experience determining funding source compliance and analyzing, reconciling, evaluating and monitoring budgets and financial transactions. Experience preparing comprehensive evaluations of financial and budgetary trends and prepare, explain and defend the evaluations. Experience interpreting, analyzing and explaining complex federal and state laws, regulations, and procedural requirements. Experience conducting research and independently resolving issues by proposing and carrying out workable solutions when non-compliance is determined. Considerable knowledge of accounting and auditing principles and practices as well as program budget activity variance analysis and evaluation. Comprehensive knowledge of the administration of government funded human service programs including program development, analysis and management. Demonstrated ability to communicate orally and in writing with internal and external customers; work closely as a team member with other staff. Ability to independently develop and interpret and explain complex regulations and policies. Ability to evaluate and monitor programs, advise and make recommendations to agency management. Ability to timely move projects toward program goals and objectives in a collaborative work environment. Demonstrated skill in the use of Microsoft Outlook, Work, Excel and PowerPoint.
Bachelor's degree with emphasis in Accounting, Finance or related field is preferred. Professional level accounting and/or auditing experience in a regulatory environment preferred. Job related policy and/or legal experience is also preferred.
