The VIDC is seeking a Financial Services Analyst. The analyst receives vendor invoices, travel reimbursement requests, and other accounts payable documents and processes payments accordingly into the State's Commonwealth Accounting and Reporting System (CARS/CARDINAL) in an accurate and timely manner. The analyst is responsible for ensuring and verifying the accuracy of the documents and obtaining any necessary supporting information including the reconciliation of any conference/training invoices. The successful candidate will provide fiscal, accounting, and analytical services for the VIDC. The qualified applicant is subject to a fingerprint based background check and is employed at will.

The Financial Services Analyst is responsible for the Fixed Asset and Accounting System (FAACS) and must ensure assets are tracked in accordance with state guidelines. The analyst manages and maintains the inventory function and the accounts receivable function and works with the Lease Administrator. The analyst serves as the Agency Transportation Officer, administers the agency's Enterprise Rent-A-Car program, Mansfield Oil Gas Card program, and maintains the employee travel data spreadsheet. The analyst also periodically makes travel arrangements for the VIDC staff.

Minimum Qualifications
The desired candidate must possess the knowledge and ability to work independently in processing accounts payable documents with limited supervision. Candidate must demonstrate basic accounting knowledge, and a sound understanding of financial practices and procedures. The successful candidate must illustrate the ability to understand state policies and procedures and apply as necessary in order to resolve problems and recommend changes to improve agency operations. The analyst must also display the ability to provide exceptional customer service and collaborate with various levels of individuals--internal and external to the agency.

An Associate Degree or a Bachelor's Degree from an accredited college/institution in accounting or business administration is required. Excellent verbal and written communications are required. The successful candidate must demonstrate experience in utilizing Microsoft Office Software applications to manage and to process financial activities and transactions.

Preferred Qualifications
Skill in using PeopleSoft applications and knowledge of accounts payable policies and procedures is preferred.
