The vibrant micro-urban community of Urbana, Illinois (pop. 41,518), seeks a proven innovative fire professional to serve as the new Fire Chief. This vacancy exists due to the retirement of Michael Dilley, a second-generation Urbana Firefighter who has led the Urbana Fire Department since 2007. The Fire Chief is an appointed, at-will position that serves at the pleasure of the Mayor.

The City of Urbana is a thriving, diverse city that is home to the flagship campus of the University of Illinois (UIUC). The Urbana Fire Department (UFD) is a professional career organization that is responsible for providing emergency fire, hazardous materials, EMT-I level medical services, prevention and public education programs, and various support services. The department boasts 59 full-time personnel, 4 fire stations and an operating budget of $7.7 million. The service area covers the City of Urbana and the campus of the University of Illinois at Urbana-Champaign.

Examples of Duties:

The Fire Chief is the executive-level position responsible for the administration and management of the Urbana Fire Rescue Services; plans, directs, coordinates, and administers operational firefighting, fire prevention programs, rescue calls and training activities; responsible for ensuring compliance with applicable laws and regulations. The incumbent in this position is responsible for staffing, training, budgeting, and other administrative duties. The Chief is also responsible for representing the department to federal, state, county, and local public agencies and the public.

Minimum Qualifications:

Qualifications include:
  • Knowledge typically acquired through completion of a bachelor's degree in Fire Science, Business Administration, Political Science, or Public Administration from an institution accredited by a DOE recognized accreditation body and five years of responsible management experience in a municipal Fire Command position, or equivalent experience in a municipal department of comparable size.
  • Knowledge of principles, practices, and procedures of modern fire administration. Thorough knowledge of the principles, practices and techniques of progressive fire administration including organization, administration, budgetary preparation and controls, program planning, implementation and administration, and staff management training.
  • Knowledge of the Insurance Service Office (I.S.O.) rating system to develop Fire prevention and training programs, efficient equipment and stations, and pre-fire plans to maintain a favorable I.S.O. class rating for lower insurance premiums for the community.
  • Thorough understanding and working knowledge of the Incident Command System.

Preferred Qualifications:
  • Graduate of the Executive Fire Officer Program at the National Fire Academy.
