Grays Harbor College is seeking an experienced and proactive accounting professional to join our Business Office staff. Fiscal Analyst 2 is a full-time classified staff position with benefits.
Examples of Duties:
- Daily and monthly monitor and reconcile bank accounts to the general ledger and registers in order to ensure accuracy and maintain internal accounting control. Process, reconcile and record EFTS for grants, and various other electronic debits and credits. Reconcile and process State of WA Vendor Payment Advances (VPA) reimbursements and repayments. Assist Director of Financial Services in all cash management processes, including Higher One disbursement wires and refunds. · Daily download and capture bank, Positive Pay and Web Credit card information in order to process on line payments of tuition and maintain internal controls over cash. · Daily sort, distribute, and review FMS daily reports from Center for Information Services (CIS) for errors, in order to provide up to date information to GHC departments, determine if further action is required, transfer revenue and expenses as requested by other Administrators or Department Supervisors, reconcile and correct cash out of balances, correct posting errors and ensure the accuracy of financial records. · Daily as needed, review, correct and approve Accounts Payable documents for payment to ensure compliance with College, State of WA Office of Financial Management (OFM), Internal Revenue Service (IRS), and State of WA Dept. of Revenue (DOR) regulations. · Process and balance daily cashier, financial aid, bookstore and food service cash receipt batches, in order to balance cash ledgers and ensure compliance with relevant regulations. Research and provide coding for transactions that cashiers could not process. Assist Bookstore and Foodservice staff in proper coding for transactions and provide accounting oversight and financial analysis for those departments. · Daily oversee and monitor, review and periodically send letters for “Issued but not paid” check list (outstanding vendor and student financial aid checks) to comply with DOR unclaimed property regulations and maintain cash account internal control. Yearly complete report send unclaimed checks to DOR unclaimed property. · Frequently as needed, maintain, monitor, and update Fixed Assets Inventory records to ensure compliance with OFM and State Board for Community & Technical Colleges (SBCTC) regulations and maintain control over college assets. Record equipments moves. Post yearly acquisitions, removals and depreciation to GL. Reconcile CR2128 to GL. Update and verify Facilities portion of FAE for accurate NACUBO and room use codes. · Assist Director of Financial Services in annual year-end fiscal close process, including accruals, account reconciliations, SMART system monitoring and analysis of account balances and coding, grant monitoring, and other related duties. · Support the Director for Financial Services in compliance with college policies and OFM, DOR and Generally Accepted Accounting Principles (GAAP) standards by familiarity with WA State Administrative and Accounting and Manual (SAAM) and the SBCTC Fiscal Affairs Manual (FAM), researching and resolving problems, assisting in GL cleanup, maintenance of GL, revenue codes and sub-objects. · Monthly prepare and file State of Washington combined excise tax report in order to comply with DOR regulations, and submit payment for taxes due electronically. VPA balancing and submission of reimbursement requests or repays (sending recurring wire for repays) via JV and recoding GAT into FMS. Process JV and record GAT for Payment to Treasury Dept. for Tuition and Fees portion of Building Fund. Process JV to DIS for scan charges and record GAT to reflect payment. · Accurately maintain full-cycle comprehensive books, records, and supporting schedules for Grays Harbor College Foundation, including but not limited to: - Process all Foundation transactions, including check writing, entering of all financial transactions into software system, bank account reconciliations; - Proactively perform financial analysis on monthly foundation financials to ensure accuracy of all postings - Work closely with GHC Foundation Executive Director to develop ad hoc reports and schedules as needed for Foundation; - Function as primary audit liaison with Foundation external auditors, including development of audit schedules, and other required statements required for GAAP financial statements including monthly GAAP statement of activities - Prepare monthly financial cash flow reports for Foundation Board and attend monthly Foundation meetings; · Maintenance of Foundation software as needed, including: - Updates or new versions of QuickBooks - Implement any future software migrations to new software · Other duties and projects as assigned.
AA Degree in Accounting, Business Administration, or other related field, with a minimum of 18 quarter or 12 semester hours of college-level accounting
Extensive experience with Microsoft Office products including Word, Excel and Outlook
Minimum five years experience using QuickBooks or similar software
Minimum five years experience as full-cycle accountant/bookkeeper, including experience andunderstanding of Generally Accepted Accounting Principles
Reliability to be on the job and be a productive team member in a busy department with monthly, quarterly, and annual deadlines and seasonal workload requirements. DESIRED QUALIFICATIONS
BS Degree in Accounting, Business Administration or other related field
Experience with complex mainframe accounting systems
Knowledge and financial experience in the WA Community College system or a WA State Agency
Experience in internal and external audit processes
Experience in financial system software implementations such as Peoplesoft
Non-profit accounting experience
