Fiscal Coordinator
Grade 27
Salary: $78,710

The Research Foundation for Mental Hygiene, Inc. (RFMH) is currently seeking to fill one (1) full- time, salaried position to serve as the Fiscal Coordinator for Project Hope.

Project Hope is a program that provides free crisis counseling services to persons, families, and groups most affected by Hurricane Sandy. Project Hope is funded by the Federal Emergency and Management Agency (FEMA) and the Substance Abuse and Mental Health Services Administration and is administered by the New York State Office of Mental Health (OMH) in conjunction with the RFMH. This position will be located in Albany, New York.

DUTIES

Duties of the Fiscal Coordinator will include, but are not limited to, the following:

  • Design, develop and implement expense reporting system for Project Hope consistent with the reporting needs of FEMA and / or SAMHSA.
  • Reconcile developed expense reports to RFMH expense reporting for this Project.
  • Monitor expenses of the Central Office (OMH) against the approved grant budget and provide the Director with timely reports as to the status. Identify corrective action, as necessary.
  • Monitor expenses of the not-for-profit service providers in the counties participating in the Project. Provide timely reports as to the status. Identify corrective action, as necessary.
  • Review and approve or disapprove budget modifications proposed by service providers.
  • Provide technical assistance to the service providers and to OMH Central Office and RFMH staff on the nature of the Project, particularly the interaction between the program and fiscal sections of the Project.
  • Work cooperatively and effectively with other professional and senior management staff in the OMH and RFMH Central Offices.
QUALIFICATIONS

Minimum Qualifications:
  • A Bachelor's degree in an appropriate field and five years of public financial management.
  • Appropriate fields include Economics, Finance, Public Administration or Accounting.
  • Knowledge of public finance in New York State and strong written and verbal communication skills are required.
  • Proficient with Microsoft Office suite of products including, Excel, Word and Access.
  • Solid organizational and communication skills.
  • Fluency in the English language.
  • The ability to work independently is essential.
  • Travel to program sites is required.
Preferred Qualifications:
  • Prior experience with Crisis Counseling grants from FEMA is highly preferred.
  • Experience coordinating projects involving multiple sites
