Plans, manages & directs accounting systems and functions (e.g., OAKS Financials, Accounts Payable, Accounts Receivable, Payroll and Procurement) & supervises assigned staff (e.g., assigns & reviews work, evaluates employees using DAS performance evaluation forms; approves leave; oversees work; interviews prospective candidates; makes hiring recommendations; provides progressive discipline); oversees the payment of vouchers & receipt of revenue; assists in planning, directing & managing overall fiscal management & control operations; develops & implements accounting policies, processes & procedures; monitors, balances & reconciles department accounting records & systems; maintains the agency chart of accounts, vendor system & customers; prepares, maintains & oversees preparation & maintenance of reports, records, studies & correspondence related to fiscal &/or budgetary activities & operations (e.g., GAAP reporting, public records requests); serves as the contact with the Office of Budget & Management (OBM), Auditor’s Office and Treasurer’s Office for payment and revenue issues. Manages multi-faceted federal funds; reviews expenditures, monitors budgets, cash balances & prepares projections; monitors federal grants & balance draws with state accounting system to ensure accountability of funds drawn; assists in fiscal management of multiple federal funds awarded across the agency (e.g., provides information & makes budgeting recommendations to department staff overseeing grants, provides history of expenditures); serves as liaison with federal government & auditors (i.e., state & federal) for federal funds; prepares yearly “Schedule of Federal Expenditures” for us by auditors & OBM when reporting department expenditures; prepares quarterly & annual reports on federal grants awarded to ODE for submission to federal government oversight offices. Plans, manages & directs the business operations group (i.e., budget/payments, fixed asset management, records retention & motor pool); develops & implements related policies, processes & procedures; manages funds and budgets used to support agency operations.
Minimum Qualifications:
Completion of undergraduate core coursework in business administration or accounting; 4 yrs. exp. in accounting, fiscal &/or budgetary management, planning & control; 2 yrs. trg. or 2 yrs. exp. in supervisory principles/techniques & training personnel.
Or completion of undergraduate core coursework in business administration or accounting; 2 yrs. exp. in accounting, fiscal &/or budgetary management & control; 2 yrs. exp. in accounting, fiscal &/or budgetary management, planning & control in agency paid by warrant of Ohio Auditor of State; 2 yrs. trg. or 2 yrs. exp. in supervisory principles/techniques & training personnel.
Or equivalent of Minimum Class Qualifications for Employment noted above.
