RECRUITMENT: (OPEN) The State Highway Administration Office of Finance (Baltimore City) is recruiting for a Fiscal Services Administrator III. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. SALARY RANGE: Grade: 20 ($54,009 - $86,718) CLOSING DATE: February 13, 2013

NATURE OF WORK: The purpose of this position is to supervise the Budget Section of the Office of Finance. The Budget Section is responsible for preparing and monitoring SHA's $1.4 billion annual budget, preparing legislative material for the Administrator, preparing responses to Maryland Department of Transportation, Department of Budget and Management and legislative analyst relating to SHA's budget and expenditures. Also the section handles analyzing and reporting financial information of SHA.


EDUCATION: Possession of a Bachelor's degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university.
EXPERIENCE: Seven years (7) of experience in professional accounting, auditing, budgeting, fiscal or financial management.

*SELECTIVE QUALIFICATION: Three (3) years of the required experience must have been in budgeting.

* A selective qualification recruitment is conducted for positions when there is a specific or additional bona fide occupational qualification (i.e., knowledge, skill or ability).

NOTES: 1. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required experience.
2. Applicants may substitute possession of a Master's degree in one of the above specified fields or concentrations for one year of the required experience.

PREFERRED QUALIFICATIONS: The ideal candidate will possess: a strong knowledge of the Budget process, knowledge of cost accounting, particularly project costing, strong management and leadership skills, and an in-depth knowledge of internal accounting controls in order to have the ability to make the proper system decisions.

LICENSE, REGISTRATION AND CERTIFICATES: Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties must possess a Class C motor vehicle operator's license valid in the state of Maryland.
