Job Description:
In support of New Jersey’s recovery efforts following the destruction caused by Hurricane Sandy in 2012, the NJ Department of Environmental Protection (DEP) is responsible for ensuring that environmental assessments comply with requirements set forth under the U.S. Housing and Urban Development (HUD) Community Development Block Grants - Disaster Recovery (CDBG-DR) and Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) programs.

The DEP intends to procure a contractor to manage and oversee the environmental assessments to ensure compliance with federal environmental regulations and funding program requirements.

ICF has a long history providing program management and advisory services in support of Federal and State disaster recovery projects and is assembling a team of environmental subject matter experts and program management practitioners to oversee the efforts of the environmental assessment field contractors and to develop a program to assess regulatory compliance, financial performance, and program effectiveness.

Job Description:
Specifically, we are looking for a Fraud Detection Professional at the client site in Trenton, NJ. In this role you will be part of the program management team assisting in the responsibility of establishing management plans and procedures, including process and results measures, and helping to manage all aspects of this complex, mission critical component of NJ’s disaster recovery program.

Key Responsibilities:
Assist with all efforts regarding fraud detection to include:
Efforts to prevent fraud, waste and abuse

Internal and external audits and potential fraud investigations

Research potentially fraudulent environmental review records

Coordinate and work with appropriate prosecutorial agencies to resolve issues

Basic :
Bachelor's degree in Business or related field

3+ years of relevant fraud detection experience

3+ years of experience requiring proficiency with Microsoft Office products and advanced knowledge of Microsoft Excel

Located in Trenton, NJ or willing to travel to Trenton from the Mid-Atlantic Region Monday through Friday.

(Travel and lodging covered by the contract.)

Preferred Skills/Experience:
Experience in a large program or organization

Demonstrated experience in implementing compliance programs, including developing policies and procedures, conducting training

Familiarity with Internal Audit standards and practices

Familiar with metric reporting

SharePoint usage and basic design experience a plus

Professional Skills:
Excellent verbal, interpersonal and written communication skills

Team player with the ability to work in a fast-paced environment

Ability to be flexible to handle multiple priorities and to work overtime as necessary

Strong planning and organizational skills

Self-starter and able to work independently

Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment, discretion, tact, and diplomacy

Excellent problem solving skills with ability to analyze situations identify existing or potential problems and recommend solutions
