ESSENTIAL FUNCTIONS:

-Develop detailed spectrum support plans to ensure frequency supportability is in place for systems delivery to the field.
-Identify the specific information required to support the development of DD Form 1494 for Air Force programs.
-Perform studies and analyses on projects that involve conventional plans, investigations analyses, etc.
-Develop and coordinate reports, assessments, and briefings for the program manager and his/her staff.
-Complete DD Form 1494's/EL-CID, Application for Equipment Frequency Allocation, for frequency authorization.
-Review submitted DD Form 1494's/EL-CID, Application for Equipment Frequency Allocation, for completeness, correctness and consistency.
-Compare requested allocation bands with ITU and US Tables of Frequency Allocations contained in the National Telecommunications and Information Agency (NTIA) Manual of Regulations and Procedures for Federal Radio Frequency Management.
-Check data supplied on DD Form 1494/EL-CID for validity and logical consistency.
-Coordinate with program managers and project engineers to ensure verification of data.
-Prepare correspondence to and from AF Frequency Management Agency, Military Communications-Electronics Board (MCEB) Equipment Spectrum Guidance Permanent Working Group (ESG PWG) and Combined Communications Electronics Board.
-Submit applications to and coordinate with the NTIA Spectrum Planning Subcommittee to obtain their certification of spectrum support.
-Provide spectrum certification training to government and contractor personnel. Prepare reference material, worksheets, and software to be delivered to trainees during training sessions. Guide trainees through preparation, verification and validation of a DD Form 1494/EL-CID. Tutor trainees in the use of worksheets and software provided.

KNOWLEDGE, SKILLS & ABILITIES
Minimum Requirements:
-Fully knowledgeable in all aspects of the technical areas involved in providing spectrum engineering support as related to the DD Form 1494 Application for Equipment Frequency Allocation, engineering management and related inputs to the acquisition process.
-Exceptional written and oral communications skills.
-Secret Clearance

MINIMUM EDUCATION:
Electrical Engineering, Radio Frequency Engineering

Total years work experience:
8 to 10
Years of experience that may be substituted for education:
Two years of experience above 10 may be substituted for 1 year of college
Total years technical experience:
8 to 10
Total years management experience, if applicable:
N/A

Preferred
Qualifications:
-Directly related experience with Air Force 1494 processes and DoD Frequency Allocation, Frequency Testing and Frequency Management.
-Experience with NTIA and FAA processes for Frequency Authorization.
