Kirtland Air Force Base, New Mexico, in southeast Albuquerque, is nestled between the Sandia and Manzano mountain ranges. It is home to Air Force Materiel Command's Nuclear Weapons Center and its subordinate wings. It is also home to the Directed Energy and Space Vehicle Directorates of the Air Force Research Laboratory.

DUTIES: Back to top As a General Engineer, GS-0801-13, you will serve as an Air Force Team Leader and Subject Matter Expert (SME) for designated nuclear warheads or bombs (e.g., W80, W84). You will provide direction and leadership as an expert technical advisor and staff representative for the NCW and/or USAF in negotiations and conferences with other DoD, DOE and government contractor organizations on nuclear matters concerning military characteristics, STS, joint documentation, design suitability and acceptability, including sustainment programmatic (cost, schedule, risks), joint DoD/DOE or DoD only that impact AF interests. You will also:

-Lead and/or direct special studies, subgroups and programs to develop and evaluate engineering system requirements and processes for complete end-to-end technology development.

-Direct independent assessments and lead system engineering process efforts for nuclear certification of current and future weapon system programs for the AF and DoD.

-Provides expert scientific and engineering advice to Chain of Command, USAF and DoD agencies on nuclear weapons related technologies.

QUALIFICATIONS REQUIRED: Back to top BASIC QUALIFICATION REQUIREMENTS: (All Grade Levels) Candidates for these positions must possess:

A Degree: professional engineering . To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: Applicants qualifying under paragraph B.4. with a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, must provide a written statement describing the extensive training plan he/she has completed to develop professional engineering competence, or how their several years of engineering-type experience has provided them with the professional knowledge of engineering, which is defined as the comprehensive, in-depth knowledge of mathematical, physical, and engineering sciences applicable to a specialty field of engineering that characterizes a full 4-year professional engineering curriculum leading to a bachelor's degree, or the equivalent.

AND SPECIALIZED EXPERIENCE : Subsequent to meeting the Basic Education requirements outlined above, you must also possess at least one year of professional experience in or directly related to the work of the position. This experience must have equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties described above. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of the next lower grade, GS-12, pay band or equivalent in the Federal Service. Specialized experience at the next lower grade, pay band or equivalent, or the level of difficulty and complexity the professional engineer must have knowledge of multidisciplinary professional engineering concepts, principles, standards, methods, techniques and materials as they pertain to nuclear weapons, policies and systems. Additionally, program management experience and knowledge of standard acquisition regulations, practices, and procedures are desirable. Knowledge of nuclear weapon safety and security regulations, practices, and procedures is desirable.

HOW YOU WILL BE EVALUATED: KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge of current and developing technologies in support of nuclear weapons sustainment operations. In-depth knowledge of advanced weapons technology, weapon life extension concepts, nuclear command and control, nuclear surety, reliability, maintainability, operability, survivability concepts, issues and programs. An advanced degree in scientific area is desired.

2. Knowledge and ability to plan, conduct and lad special and/or one time type technical studies or analysis efforts of nuclear weapons, advanced technology assessments, etc., and to provide technical advice to highly skilled staff engineers in the nuclear/weapons arena.

3. Ability to conduct research of highly classified topics involving TOP SECRET clearance and special Need to Know Information.

4. Ability to establish, lead, motivate, and maintain effective working relationships (i.e. team building, project management, organizational management, and EEO skills). With multidisciplinary technical specialists in the development of new technical concepts and synthesize solutions that gain by-in by all stakeholders. This includes the ability to formulate and propose new technical approaches and to resolve/solve highly complex nuclear weapons problems and technical issues at all levels of weapon systems (i.e. cradle to grave).

5. Skill and ability in communicating and interfacing with key management and technical engineers/scientist in AF, DoD, DOE, and national laboratories in order to discuss/resolve unique surety, reliability, command and control requirements, etc. for existing and/or projected weapon systems. Including a highly developed skill in written and oral communication to describe extremely complex technical issues in clear terms to a diverse community of internal and external stakeholders.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

PHYSICAL EFFORT : The work is primarily sedentary, although some slight physical effort may be required. Travel away from the normal duty station on military or commercial aircraft may be required.
