DUTIES: Back to top This is an obligated position in to which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position. · The primary purpose of this position is to serve as a senior energy program manager/engineer for the AF facility energy program. As such, draws on general engineering experience to develop the criteria and standards governing implementation of the AF facility energy program in conformance with public law, executive order, DoD and AF requirements.
· Manages capital investment programs. Prepares AF Energy program budgets and POMs for the program requirements Provides guidance and support to the MAJCOMs and bases to manage and execute contracts for the capital investment programs related to energy/water conservation and renewable energy systems.
· Interprets and implements policies, technical and fiscal criteria, procedures, and standards. Documents developed relate to energy and energy cost savings for the facilities and relate to design, construction, maintenance, repair, compliance, upgrade, and functionality of infrastructure systems and facility systems for AF civil engineer community to improve energy/water performance, advance the development of renewable energy and manage utility rates and contract performance.
· Communicates strategically and tactically. Prepares technical articles, engineering technical letters, guidance, training, and other official publications and forms of information transfer for the Air Force.
· Conducts research and represents the Air Force. Researches and evaluates feasibility of emerging technologies to be implemented on AF facilities.

SPECIALIZED EXPERIENCE : At least one (1) year of specialized experience at the next lower grade (GS-12) or equivalent. Specialized experience must include m astery of energy concepts, principles and practices to serve as a technical authority that enables the engineer to investigate and provide consultant services relating to design, construction and operations and maintenance of systems, processes, and components that relate to all phases of meeting energy and water reduction requirements at AF bases world wide.

Federal Time-In-Grade (TIG): Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Extensive knowledge of public law, regulations, policies, practices, and procedures covering the design, construction, maintenance and operation of energy conservation, water conservation and renewable energy systems.


Professional knowledge of general energy concepts, principles, and practices, and familiarity with other engineering disciplines and construction practices.


Professional knowledge of engineering and construction standards, methods of tracking and monitoring, and standard contracting regulations, practices, and procedures.

4. Knowledge and application of automated data processing concepts, systems capabilities, and economic analyses to effectively accomplish assigned functions.

5. Skill in written and oral communications to disseminate guidance, letters, bulletins, etc, conducts briefings, present issues and recommendations, while maintaining good working relations.

6. Skill in analyzing and interpreting a wide variety of issues and data and formulating guidance or procedural solutions. Ability to develop budgets and manage programs

5. Emergency overtime may be required.

6. The position is covered by an agency career program-Civil Engineer Career Program (CECP).

7. The work requires the employee to access facilities which may require climbing or walking at construction sites or hard hat areas.
