Performs senior-level managerial/administrative duties in any of a large variety of agencies, division, or departments, with responsibility for planning, budgeting, coordinating, and controlling personnel, material, and physical resources to achieve operational and organizational objectives.

Determines funding requirements for all teams and prepares the annual budget and financial contract oblations.
Monitors the status of budgeted funds; reviews and approves purchases, IOC’s and contract invoices of the established budget; Reviews and approves vendor invoices for software support and maintenance services.
Evaluates staffing needs, identifies shortfalls and prepares required justification for additional positions; interviews and recruits, or assists in the recruitment, of new personnel.
Provides supervision, guidance, training, and motivation to all assigned personnel within the Client Service Group; evaluates performance and initiates corrective action as required.
Resolves escalated complaints through the AR/CRM systems and performs root cause analysis on recurring issues to evaluate and improve business processes for better customer response and efficient management of programs.
Researches and recommends new technology; analyzes data to determine program efficiency/effectiveness and implements adjustments in order to meet performance measures; reviews and acts on management, administrative and customer referrals to ensure compliance with County rate resolutions and bond covenants.
Evaluates operational impacts and develops any operational modifications that may arise; Establishes benchmarks for evaluating the overall cost benefit for new services and technology; Monitors service levels to identify and correct declining benchmark trends that impact billing, cash remitteance and accounts receivables.
Enhances relations and coordinates with other internal and external departments/agencies to ensure efficient flow of communications and services.
Develops quality programs to improve internal processes and provides enhanced services to customers and other teams/agencies; develops and monitors team performance measures to support the achievement of department measures and goals.
Performs other related duties as required.

Graduation from an accredited four year degree granting college or university; and
Five years of customer service experience in a billing environment; three of which must have been in a supervisory capacity.
A Master's Degree from an accredited college or university; and
Four years of customer service experience in a billing environment; three of which must have been in a supervisory capacity.
An Associat e's Degree from an accredited college or university; and
Seven years of customer service experience in a billing environment; three of which must have been in a supervisory capacity.
Graduation from high school or possession of a GED Certificate; and
Eight years of customer service experience in a billing environment; four of which must have been in a supervisory capacity.
