General Definition of Work, Typical tasks, Knowledge, Skills and Abilities:
GENERAL DEFINITION OF WORK:
Performs difficult diverse processing, analysis, and conversion of geographic information to digital data; performs developmental computer-aided/automated cartographic work; provides end user training and support in the operation of a dedicated graphics minicomputer and local area network; and prepares application programs in support of automated mapping functions.
Work is performed under general supervision of the Director’s designee.
Performs complex analyses, modeling, and simulation scenarios through the use of GIS software, hardware, and data sets;
Coordinates the acquisition, compilation, development, and maintenance of automated map products, including aerial photography, digital orthophotography, and digital parcel, planimetric, topographic, and thematic maps;
Provides technical support and assistance to system users in the areas of GIS applications, GIS software, and database usage;
Provides geographic information to requesting agencies, general public, interested parties, and in support of the countywide Land Information System;
Reviews development project submissions of any complexity for accuracy and completeness of required geographic information, and for adherence to code and standards;
Prepares complex special maps for display from digital data using mapping software and computer output devices;
Performs field inspections to acquire and verify geographic data;
Resolves conflicting geographic data through research and interpretation of land records from multiple sources;
Prepares geographic information system application program modifications and documentation, including needs analysis, and database design;
Provides end-user training including the development of technical instructional materials;
Develops documentation and reports as needed;
Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of the methods and techniques of automated drafting, mapping and graphic representation; thorough knowledge of the methods and techniques of map research, compilation drafting, editing and reproduction; thorough knowledge of computers and computerized databases and data files; ability to prepare and maintain computer-generated maps and cartographic products; ability to utilize products within ESRI’s ArcGIS Software Suite; ability to conduct research and field work pertaining to mapping and geographic information projects; ability to organize materials to maintain automated maps and other data accurately and systematically and to retrieve and use information; thorough knowledge of state and municipal codes governing land development, transfer of real property and rights of ownership and utilization; ability to respond to geographic information needs of general public, interested parties and requesting agencies; ability comprehend technical specifications for computer-aided/automated cartographic products; ability to establish and maintain professional relationships with employees, colleagues, government officials, the general public and members of the professional community; ability to effectively communicate orally and in writing.
Education and Experience:
Any combination of education and experience equivalent to an Associate Degree in Geographic Information Systems, cartography, geography, computer science, information systems, or other related fields; and 3-5 years of related progressive technical experience in developing and maintaining geographic information systems and/or computer-aided/automated cartography. Prefer experience using ESRI’s ArcGIS Software Suite.
