Collaborate with key administrative and educational departments to develop and implement policies and best practices for global Human Resources that are aligned with the University's global strategy and goals. Assume responsibility for development of University guidelines, policies and procedures on expatriate issues. Develop and assist the implementation of human resource programs for all foreign entities with a concentration on host country labor law and legal issues as necessary. Design, plan, and implement international human resources programs and policies, including talent acquisition, compensation, benefits, visa/green card processing, employee relations, training, and health and safety programs. Maintain compliance with host country and US regulations, and provide consistency and equity in the management of the HR needs created by the University's global activities. Serve as the designated expert on the interpretation of human resources policies issues for expatriates and international HR. Maintain knowledge of international HR policies, programs, laws and issues. Understand the differences of domestic and international policies and programs and coordinate the integration of all such programs. Administer expatriate or immigration programs. Provide day to day direction in all aspects of International Human Resources. May maintain involvement with new foreign entities for an extended period to develop policies, processes and procedures and handle employee relations issues. Responsible for implementation of International Assignment Agreements, hiring of local nationals outside of the United States and expatriate tax issues.
Requires: B.A./B.S. required, Master’s degree preferred, and a minimum of eight years of related experience working on both expatriate and foreign national issues. Results-oriented with a strong customer service orientation and ability to operate at all levels of an organization in a highly complex environment. Ability to build and sustain strong relationships at all levels in organization to effectively influence decision-making and to work effectively in a multi-cultural organization with demonstrated ability to harmonize processes, policies, programs and HR best practices. Experience in effective partnering with HR specialist functions to achieve high quality results in fast-paced, changing, global/ matrixed environments. International travel may be required.
