This position is located in the Avionics Department, Air Traffic Control Division, Joint Precision Approach and Landing System (JPALS) Branch of the Naval Air Warfare Center Aircraft Division in St. Inigoes, MD. The JPALS is a state-of-the-art-next-generation aircraft approach and landing system based on Global Positioning System (GPS) technology in place of existing radars. The programs scope covers the entire defense system life cycle, including concept definition, design, development, test and evaluation, acquisition, logistics support, software support, and product improvement.

Drug Testing Designated Position
The selectee will be assigned projects relating to technology development, systems engineering, system design, hardware and software development, system integration, system requirements, and In-Service Engineering Support (ISEA) to the Precision Approach Landing Systems (PALS) Air Traffic Control System (ATCS), as well as the Joint Precision Approach and Landing System (JPALS). Duties and responsibilities include:
- Support planning, scheduling, technical control, and execution of all Naval Avionics Platform Integration Emulator (NAPIE) activities to include studies, analyses, technology maturation, software and hardware design, development, integration and demonstration.
- Collaborate with the Joint Precision Approach and Landing System (JPALS) and platform engineers to ensure all integration and simulation requirements are met.
- Manage Life Cycle Support program by controlling changes to configuration items, recording and reporting changes through change processes such as Engineering Change Proposals (ECP), and cost analysis.
- Support test planning and coordination for JPALS Systems across multiple platforms, including emulation for testing, prototype aircrafts, and required approvals.
- Review relevant program technical and mission documentation associated with development of JPALS systems.
- Perform software development, schedule development and analysis.
- Provide authoritative input and advice on all integration issues and ensure integration requirements are met.
THIS POSITION HAS A POSITIVE EDUCATION REQUIREMENT. Applicants must meet the BASIC EDUCATION REQUIREMENTS in order to be found minimally qualified for the position. The Basic Requirement for this position are [A] a degree in professional engineering. Curriculum must (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR
[B] combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by ONE of the following: professional registration; written test (successfully passed the Engineer-In-Training (EIT) examination or the written test required for professional registration); specified academic courses (successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering); OR related curriculum (successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field).
In addition to meeting the basic qualification requirements above, applicants must have one or more years of progressively related specialized experience as follows:
Professional engineering experience in the development and integration of navigation, communication, and network systems including science and technology development, systems engineering and planning, avionics and ship systems requirements analysis, and systems development, integration and testing.
Professional engineering experience applying software engineering principles and practices as they apply to medium and large scale software projects.
Professional engineering experience in Modeling and Simulation using tools such as Simulink, MATLAB, LabView, and Math Lab.
DEFENSE ACQUISITION WORKFORCE IMPROVEMENT ACT (DAWIA)
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Systems Planning, Research, Development, & Engineering - Systems Engineering Career Field and be certified at Level III at the time of application. A Secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal.
Position may require up to 30% travel.
Work at operational sites requires long periods of standing, walking, and stooping.
