The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply.

This position is located in Region 1, on the Nez Perce-Clearwater National Forests with the duty station options of Kamiah, Orofino or Grangeville, Idaho. There is only one (1) positon to be filled. The supervisor, will have the final decision on which duty location the postion will be located.

This is a GIS position for the Nez Perce-Clearwater National Forests. The position is responsible for implementing, directing and maintaining a Geographic Information System (GIS) Information Management Structure. Incumbent serves as a GIS analyst.

KEY REQUIREMENTS

Must be a U.S. Citizen to apply.

DUTIES:
Serves as part of a team responsible for implementing, directing and maintaining a Geographic Information System (GIS) Information Management structure.

Serves a unit expert on the use of complicated computer systems and GIS software for spatial, tabular and statistical analysis on a wide range of varied resource data.

Incumbent serves as a GIS analyst. Provides analytical support and training to Forest resource specialist and District GIS/Information personnel on the Forest GIS/Information standards, and procedures in working with GIS software and the associated spatial and attribute information.

Developes complex applications, designs user friendly interfaces for complex applications and instructs GIS users how to use them for their own analysis and GIS products.

Independently schedules and manages time to complete projects in recommended time frames.

Trouble shoots and works independently with individual GIS users to facilitate access and use GIS software, data and applications.

Validates database information associated with spatial layers, determines the need for correction and provides direction for the update.

QUALIFICATIONS REQUIRED:
GS-0401-11

You must possess the Basic Requirements identified below to be considered eligible for all positions at the GS-5 grade level and above. Transcripts must be provided for qualifications based on education.

Bachelor's Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

In addition to the basic requirements, the following additional education and/or experience are qualifying. Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

GS-11:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled);

one year of specialized experience equivalent to at least the GS-9 level;

or an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Examples of specialized experience are:
Implemented, directed and maintained a Geographic Information System (GIS) information management structure.

Served as a unit expert on the use of GIS software for spatial, tabular and statistical analysis on a wide range of varied resource data.

Have worked independently with individual GIS users to facilitate access and trouble shoot and use GIS software, data and applications.

Developed complex applications, designed user friendly interfaces for complex applications and instructs GIS users how to use them for their own analysis and GIS products.

GS-1301-11

You must possess the Basic Requirements identified below to be considered eligible for all positions at the GS-5 grade level and above.Transcripts must be provided for qualifications based on education.

Bachelor's Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In addition to the basic requirements, the following additional education and/or experience are qualifying. Your application or resume must clearly show that you possess the specialized experience requirements. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
