At the full performance level, the selected applicant serves as a principal technical advisor on Geographic Information Systems to the office manager and resource staff. This position is responsible for the acquisition and management of a wide range of spatial information required to support the management of public lands. The selected applicant must have a thorough and effective mix of technical skills in the geographic and computer science disciplines as well as a working appreciation of the Bureau mission and operations sufficient to support Bureau of Land Management business activities.

Full Performance Level is: GS - 11

DUTIES: At the full performance GS-11, Major Duties include but are not limited to the following:
  • Work with diverse groups of resource specialists, planners and managers to coordinate and implement GIS activities, to include development of project objectives, evaluation of adequacy of existing data sources, creation/modification of GIS coverages and databases, analysis, preparation of final output products, and data storage.
  • Identify requirements and implement advanced analytical techniques necessary to solve complex Geographic Information System (GIS) issues.
  • Assist in the integration of Enterprise Geographic Information System with long, and short term planning and management activities.
  • Provide technical user support for all aspects of geospatial data and software.
  • Develop and modify GIS software applications and interfaces.
  • Participate in work actively to bring consistency to all geospatial data.

QUALIFICATIONS REQUIRED: To qualify for the Geographic Information System Specialist, GS-07 grade level, you must meet one of the following:

A. Successfully completed a bachelor's degree AND meet one of the superior academic achievement provisions: a) A grade point average of B (a GPA of 3.0 or higher) for all completed undergraduate courses, or those completed in the last 2 full years of undergraduate study; or b) A grade point average of B+ (a GPA of 3.5 or higher) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study; or c) Rank in the upper one-third of your class in the college, university, or major subdivision; or d) Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. NOTE: If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. B. Have one full year of graduate level study, or possess a master's or higher degree, e.g., Ph.D., etc., in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include but are not limited to, geography, biological science, cartography, physical science, or natural resource management or other fields of study directly related to the position. One year of full-time graduate education is considered to be the number of credit hours that the school you attended has determined to represent one year of study. C. Have at least one year of full-time specialized experience equivalent to the GS-05 grade level in the federal government (obtained in private or public sector) performing all of the following: 1) Identify requirements and implement analytical techniques necessary to solve complex Geographic Information System issues; 2) develop and modify Geographic Information System software applications and interfaces; 3) provide technical user support for all aspects of geospatial data and software.(YOUR RESUME MUST SUPPORT THIS RESPONSE)


D. Have a combination of education as described in B and specialized experience as described in C above. When combining education and experience, first take the total number of semester hours (or equivalent) earned and divide by 18 semester hours (or equivalent); then take the total number of months of experience and divide by 12 months; finally, add the two percentages. TERM APPOINTMENT: This is a term position for which all qualified U.S. citizens with or without Federal Status may apply and be considered.
