Provides expert advice to the CAAT Commander, tactical commanders, and Provincial Reconstruction Teams/District Support Teams on all matters pertaining to cross-cultural communications, civil affairs, civil-military operations, stability operations, governance,
development, and how to leverage and synchronize military and non-military capabilities in a COIN environment to achieve tactical, operational, and strategic objectives. In coordination with the Lead Gov/Econ Development Advisor, the RC Gov/Econ Development
Advisor analyzes development programs and initiatives to assess their effectiveness in promoting growth, legitimacy and acceptance of GIRoA by the Afghan populace; proposes appropriate actions to enhance or modify them as needed.
This position requires a minimum of 7 years of verifiable professional experience in interagency combined joint operations with Department of State, USAID, Military Civil Affairs or equivalent department or NGO.
This position requires documented experience/education in Joint-Interagency-Multinational operations and operational experience in designing and executing stabilization/COIN operations.
This position requires the ability to rapidly adapt from the tactical level to theater-strategic level.
A degree in National Security Strategy, International Relations, Development Studies or
Organizational Psychology is highly desirable, not required.
This position requires the incumbent to be trained and equipped to operate in the field, and to spend approximately 15-20 days a month embedded at the tactical level under austere conditions.
This position requires superior communications skills and experience working daily with General Officers or equivalents on operational or administrative elements.
