Position Overview:
SDSE is seeking a Group Lead for a position on a large contract with NASA at the Goddard Space Flight Center (GSFC) located in Greenbelt, MD. This position reports directly to the Program Director. The Group Lead provides leadership and guidance that has a direct effect on contract performance and customer satisfaction. The responsibilities and duties of this role include major contributions to ensure quality technical performance, efficient schedule control, and effective cost control. The Group Lead is also responsible for contributing to a positive working atmosphere and helps lead efforts to develop a responsive staff that produces quality performance and high productivity. The Group Lead serves as the single point-of-contact for specific GSFC customers, as well as provides subject matter expertise in regards to accounting and finance. This is a senior level professional who is capable of independent action, but maintains a close working relationship with the Program Director to obtain advice, counsel, and decisions on escalated issues.

Task Lead Responsibilities:
Maintain regular (e.g., daily) communication with the NASA customer
Lead the preparation of Task Plans to accurately respond to customer Task Order requests in a timely fashion
Assign Task Leads to specific Task Orders, or act as Task Lead for some Task Orders
Supervise the work of Task Leads responding to the Group Lead's customers
Monitor the progress of each Task Order for the Group Lead's customers against Plan
Verify that deliverables will be both satisfactory and delivered on time
Coordinate related Task Order activity with other Group Leads
Generate monthly reports for the work supporting the Group Lead's customers
Assess performance under the Quality Control Plan
Support the response to the periodic Task Forecast
Work with the Business Manager to monitor the progress of deliverables against plan, proactively identify problems or issues, and take specific action
Plan personnel assignments that are most advantageous to the government
Prepare support requirements analyses
Authorize hiring of support personnel
Conduct performance reviews
Develop and conduct training and skill enhancement programs in selected disciplines

Specific Responsibilities related to Accounting & Finance:
Provides senior-level accounting support to the Regional Finance Office (RFO) Financial Services Department (FSD)
Maintains expert knowledge of accounting and administrative processes addressed in the Financial Management Manual (FMM) and federal financial management requirements
Provide general accounting support to GSFC as well as to NASA HQ accounting functions that are supported by GSFC's accounting office
Log in all payment data for monthly invoices, such as amount of invoice, discount percentage, and other terms; and track number into the Invoice Payment System (IPS) or the Cash Management Systems databases
Review monthly invoices to verify compliance with the Prompt Payment Act and terms of the purchase orders
Respond to inquiries from vendors, and coordinate information with procurement buyers and resources analysts regarding the processing of purchase orders and invoices
Process domestic travel vouchers submitted by Goddard and Headquarters offices monthly for payment
Respond to inquiries from and initiate inquiries to travelers and secretaries to secure additional or correct information necessary for the processing of travel vouchers
Review timecards submitted bi-weekly for accuracy and make corrections of time and attendance data to labor job charges
Review reimbursable agreement packages, verify packages for completion and accuracy
Draft dunning notices and monthly bills, for government review, to be submitted to reimbursable customers
Compile and index purchase orders, travel, timecards, and other source document records
Prepare and submit Financial Performance Summary reports to management for internal and external reporting on a monthly basis
Processing invoices by logging payment data and payment number into the IPS database
Reviewing invoices for accuracy and processing them for payment
Communicating with vendors, procurement buyers, and resource analysts to discuss purchase order and invoice related matters
Reviewing the documentation accompanying domestic travel vouchers for completeness and compliance with requirements; processing the vouchers for payment
Processing domestic, overseas, and permanent change of station travel orders for Financial Management Manual compliance
Processing NASA timecards, reviewing time and attendance data to labor job charges, and making required corrections
Processing funds control documents (5041 506 authority)
Performing the Property Accounting function
Processing letters of credit and grants
Provide oversight/training and mentoring to senior, intermediate, and junior positions

Minimum Qualifications
Bachelor's Degree (BS/BA) in a related field
12+ years of overall experience, applicable to the responsibilities of this position
An independent, skilled professional with demonstrated expertise in the field of accounting and finance
3+ years interfacing directly with customers in a federal Government contracting environment and supervising professional personnel
Superior communication skills
Prior experience at NASA/GSFC desired, but not necessary
