Position: Group Lead, Configuration Management

Position Overview:
SDSE is seeking a Group Lead for a position on a large contract with NASA at the Goddard Space Flight Center (GSFC) located in Greenbelt, MD. This position reports directly to the Program Director. The Group Lead provides leadership and guidance that has a direct effect on contract performance and customer satisfaction. The responsibilities and duties of this role include major contributions to ensure quality technical performance, efficient schedule control, and effective cost control. The Group Lead is also responsible for contributing to a positive working atmosphere and helps lead efforts to develop a responsive staff that produces quality performance and high productivity. The Group Lead serves as the single point-of-contact for specific GSFC customers, as well as provides subject matter expertise in regards to Configuration Management (CM). This is a senior level professional who is capable of independent action, but maintains a close working relationship with the Program Director to obtain advice, counsel, and decisions on escalated issues.

Task Lead Responsibilities:
Maintain regular (e.g., daily) communication with the NASA customer
Lead the preparation of Task Plans to accurately respond to customer Task Order requests in a timely fashion
Assign Task Leads to specific Task Orders, or act as Task Lead for some Task Orders
Supervise the work of Task Leads responding to the Group Lead's customers
Monitor the progress of each Task Order for the Group Lead's customers against Plan
Verify that deliverables will be both satisfactory and delivered on time
Coordinate related Task Order activity with other Group Leads
Generate monthly reports for the work supporting the Group Lead's customers
Assess performance under the Quality Control Plan
Support the response to the periodic Task Forecast
Work with the Business Manager to monitor the progress of deliverables against plan, proactively identify problems or issues, and take specific action
Plan personnel assignments that are most advantageous to the government
Prepare support requirements analyses
Authorize hiring of support personnel
Conduct performance reviews
Develop and conduct training and skill enhancement programs in selected disciplines

Specific Responsibilities related to Configuration Management (CM):
Provides senior-level support to configuration management and data management tasks
Maintains expert knowledge of required compliance
Designing and implementing forms to be used in requirements control, configuration control, and data management systems supported by PMC
Supporting the administration of project requirements, configuration change control, configuration management, and data management systems
Coordinating, recording, and documenting Configuration Control Board activities
Collecting the data associated with the configuration data management systems, maintaining the databases, and record keeping
Designing, implementing, auditing, and updating CM data management systems
Perform analyses of the requirements and change control systems
Developing and maintaining configuration and data management plans that define project requirements for configuration and data management
Reviewing, evaluating, and implementing new technology/enhancements to configuration management and data management
Evaluating contractor's schedules, documents, drawings, and other configurable items with respect to configuration management requirements
Monitoring other contractor's activities and making recommendations for solutions to issues
Preparing and participating in reviews
Supervising, mentoring, and helping lower skill level CM personnel as directed by the CGL
Implement the Quality Control Plan (QCP)
Design and implement CM systems
Review, evaluate, recommend and implement new technology/enhancements to the Configuration Management System
Prepare for CCR, prepare CCR package, collect review comments, track CCR action items, coordinate CCB meeting
Identify and collect data associated with the configuration management system and maintain the database
Monitor contractor's configuration management systems and perform audits to ensure ISO compliance
Coordinate, record and document activities of the Configuration Control Board (CCB)
Track Configuration Control Requests (CCR)
Support the administration of Project requirements, configuration change control and configuration management as required
Provide oversight/training and mentoring to senior, intermediate and junior positions

Minimum Qualifications
Bachelor's Degree (BS/BA) in a related field
12+ years of overall experience, applicable to the responsibilities of this position
Proven knowledge and expertise in Configuration Management (CM); knowledge of CM activities inherent to spacecraft design and development preferred
Proficiently uses applied database, word processing, graphics software programs
3+ years interfacing directly with customers in a federal Government contracting environment and supervising professional personnel
Superior communication skills
Prior experience at NASA/GSFC desired, but not necessary
