A Hack Inspector with the Alexandria Police Department is a non-sworn position responsible for carrying out the provisions of the Alexandria City Code involving the duties and responsibilities outlined for Hack Inspectors in the licensing and regulation of taxicabs in the City of Alexandria. The work of this class involves investigating applicants for taxicab certificates and Public Vehicle Driver's Permits. Incumbents in this class inspect taxicabs, enforce violations of the taxicab ordinance, receive and process all complaints against taxicab drivers and conduct testing of all taxicab driver applicants, including grading of exams, conducting background investigations and licensing. Hack Inspectors also serve as Special Police Officers performing limited law enforcement functions that require the powers of arrest and the authority to carry a firearm. Hack Inspectors report to a Police Sergeant who provides general supervision and guidance on unusual issues, but employees are expected to process routine matters independently under established regulations and procedures.
Under general supervision:
  • Exercises the powers and duties as outlined in provisions of the Alexandria City Code involving the licensing and regulation of taxicabs in the City of Alexandria;
  • Completes all required standard, monthly and special reports and performs related work as required;
  • Investigates applicants for taxicab certificates and public vehicle drivers permits;
  • Inspects taxicabs and taximeter certification, ensuring that the vehicle is clean and in proper and safe physical condition;
  • Conducts street enforcement of taxicabs by observing cabs carrying passengers to ensure that drivers activate taximeters, log trips in their manifest and charge the correct fare;
  • Receives and processes complaints filed against taxicab drivers within and outside the City limits;
  • Testifies as a witness in court and before the Traffic & Parking Board in connection with arrest and citations involving taxicab drivers;
  • Makes recommendations for City Code and City Regulation changes, as needed;
  • Enforces taxicab regulations as outlined in the provisions of the City Code and removes taxicabs from service for violations of the City Code within prescribed authority;
  • Issues Virginia Uniform Traffic Summonses and City infraction notices for violations of the City or State Code;
  • Investigates criminal or traffic related matters that arise from investigations of the taxicab industry and information received;
  • Tests or oversees the testing of taxicab driver applicants, including the grading of exams, conducting background investigations and licensing taxicab drivers;
  • Checks taxicab meters using a measured course and correct timing of the meters, attaching certification seals to the meter after approval;
  • Processes taxicab drivers and taxicab vehicle permit applications, issuing permits; and Performs related work as required

High School Diploma or GED; current or previous law enforcement certification from a recognized local, state, federal law enforcement or military institution; employees must maintain all mandatory State certification requirements; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities; must possess a valid driver’s license issued by the state of the employee’s residence. The Virginia VCIN/NCIC (Virginia Criminal Information Network / National Criminal Information Center) mandates that all basic terminal operators be a United States citizen or be a lawful resident of the United States for the past 10 consecutive years as well as be employed by a criminal justice agency prior to applying for certification.

Demonstrated experience with police methods, practices and procedures; good knowledge of pertinent Federal and State laws and ordinances. Graduate of a Virginia law enforcement academy in the Commonwealth of Virginia, that is Department of Criminal Justice Services accredited
