Job Description
HR Consultant - Staffing (II) - 2645
Job duties include but are not limited to the following:
• Provide consultative services to the hiring managers and teams regarding the identification and/or clarification of key job responsibilities, critical skills and competencies and specific technical skills required; ensure candidates interviewed are assessed and selected against appropriate job criteria and specifications
• Work with Human Resources business partners on and utilize workforce planning to proactively forecast and source for current and future roles
• Negotiate and extend job offers to candidates
• Research specific industries to understand the talent and market landscape; leverage intelligence to optimize sourcing/staffing strategies
• Source passive candidates through multiple means including professional and educational networking, business and community partnerships, internet searches and research; sourcing active candidates from on-line databases, contact lists, and internal databases, etc.
• Conduct thorough candidate interviews to identify the most qualified candidate match for Florida Blue while providing a positive candidate experience
• Implement proactive initiatives for recruiting diverse talent in a multi-site organization
• Attend networking activities such as career fairs, professional association meetings, etc.
• Promote Florida Blue as employer of choice
• Educate hiring managers and employees regarding the interpretation of HR practices, policies and procedures
• Meet assigned staffing metrics
• Comply with Federal Equal Employment Opportunities (EEO) and Affirmative Action (AA) plans to include State and Federal employment laws
• Manage risk to the company by ensuring all internal and external compliance requirements are adhered to
• Deliver training and provide support on the following human resources courses and/or tools: Resume writing, interviewing top talent, and applicant tracking system training to managers
• Lead projects for staffing team as needed

Job Requirements:
• Bachelor's degree or equivalent experience
• 4+ years recruiting experience in a company recognized nationally for its expertise in selection.
• Demonstrated success in a matrixed environment satisfying the needs of clients/hiring manager, HR business partners and business unit leaders whiling driving talent selection as a core competency across the enterprise.
• Extensive experience with a variety of sourcing capabilities to build diversity and high performance into our selection strategy implementation
• Experience filling exempt-level and/or director-level openings
• Understanding of state and federal employment laws
• Experience with applicant tracking systems
• Experience with Human Resources Management Systems
• Experience with Microsoft Word, Excel, and PowerPoint
• Strong organization skills, flexibility/adaptability, negotiation, business acumen, and attention to detail
• Results demonstrating strong consultative and influencing skills
• Some project management experience

Business Specific Criteria (preferred skills):
• Experience using Taleo
• Experience using PeopleSoft
• Experience using social media for sourcing
• HR Generalist experience
