HR Director Red Lake County, MN is recruiting a Human Resources Director to serve the County in all aspects of personnel functions. Reporting to the County Board, this position will be responsible for administration of programs including, but not limited to, employee compensation, wellness, benefit and safety programs, personnel policies and workers? compensation. Salary negotiable depending upon qualifications and includes an excellent benefit package including paid vacation, sick leave, PERA and health insurance. Preferred Qualifications: 4 year degree in Business, Management, or related field with 2-4 years HR experience; thorough working knowledge of principles and practices of HR administration and employment law; and excellent written and oral communication skills. POSITION SUMMARY: The purpose of this position is to manage the county?s human resource program, including recruitment and orientation, centralized personnel records, assist in negotiations, processing and adjusting employee grievances and employee relations issues. Provide human resources planning, oversee employee related government and legal compliance, recommend and administer the employee compensation, wellness and benefit programs, and administer and organize employee training efforts. Research human development issues and advise the County Board and department heads of current and upcoming issues. Coordinate employee safety program and training. Coordinate the implementation of G.I.S. program. POSITION SPECIFICATIONS PREFERRED EDUCATION: A four-year degree in Business, Management or a related field with two to four years human resources experience. Additional relevant work experience may be substituted for the degree. A thorough working knowledge of the principles and practices of human resources administration and employee law. Human resources certification and/or government experience is a plus. JOB KNOWLEDGE AND SKILLS: Two to four years human resources experience and/or public administration experience involved in human resources or personnel management preferred. Public service agency experience preferred. High level of communication skills required, including working with employees, elected officials, management employees, and the public. Requires ability to research issues, analyze information, prepare reports and recommendations, and make presentations to groups and individuals. Requires ability to work with others in a team environment. PERSONAL COMPUTER (PC) COMPETENCIES: Word processing and spreadsheet competency required. Presentation software experience preferred but not required. Willingness to learn additional software as needed for the position is required. Must be proficient in the use of a variety of electronic media as technology works towards a ?paperless office?. JOB RELATIONSHIPS: Must be able to effectively advise and obtain cooperation from management staff in fulfilling responsibilities of position and in identifying and planning for future needs. Must demonstrate commitment to internal and external customer service. Demonstrate an understanding of services provided and sets the service standard. Demonstrate an ability to identify and anticipate internal and external customer service needs and to appropriately respond to the most complex and difficult customer issues.
