Under the direction of the HR Supervisor, provide general guidance and referral assistance to units related to employee relations, benefits, recruitment and selection including completing the reasons for non-selection and hiring decision information, classification and salary actions, performance management, on-boarding of new employees, and off-boarding of separating employees. Review and apply HR policies, contracts, procedures and best practices to human resource issues. Provide guidance and counsel on the development of position descriptions to ensure that they are complete, represent the position being described, and collect missing or incomplete materials and/or information. Work with clients to develop initial/draft recruitment plans, advertisements, and work samples; maintain a standardized recruitment process including audit trails of disqualifications and selection committee recommendations; conduct applicant screening processes for open searches; and provide consultation to supervisors regarding general employment/compensation matters. Review and analyze incoming classifications requests in People Admin to ensure they are complete; collect missing or incomplete materials/information. Coordinate staff orientation/on-boarding, employee rights, and salary and benefits information for various appointments. Liaison with Central HR to resolve issues relating to staff personnel actions/requests.

Sit at a computer for extended periods of time.

Work Environment:
This is a critical position and subject to a background check. Employment is contingent upon successful completion of background investigation including criminal history and identity check.

Restricted vacation during peak periods. Work occasional overtime and varied lunch hours. Travel to various campus locations, at times on short notice.

Minimum Qualifications:
Demonstrated analytical skills to understand human resource activities and a variety of policies and contracts as well as apply them appropriately to meet the needs of the department and SSC.

Experience developing, editing and/or providing guidance with staff position descriptions, contracts, and job requisition.

Experience reviewing, understanding, and applying policies, procedures and collective bargaining contract articles.

Interpersonal skills to interact and communicate effectively and professionally with administration, staff, visitor, and volunteers, using tact, diplomacy, and good judgment during all interactions in the performance of a wide variety of programs and support functions.

Skills to objectively review and evaluate data/information and make timely decisions.

Skills to work in collaboration with others in a cooperative and professional manner.

Organizational skills to meet customer expectations with an emphasis on quality, quantity, and timeliness of work.

Experience maintaining a high degree of discretion, integrity, and sensitivity to confidentiality and privacy.

Experience with web-based integrated systems recruitment and personnel systems, spreadsheet, word processing, email, database and presentation software applications.

Preferred Qualifications:
Knowledge of University of California staff personnel policies/procedures and union contracts.

Knowledge of general employment, employee relations, benefits, classification, compensation, and performance management.

Experience coordinating staff recruitment and on-boarding/off-boarding practices for employees.

Knowledge of the relative roles of faculty, staff and administrators, and the protocols for communications and interactions between these parties in the university environment to determine priority of a variety of tasks, available resources and services, and applicable human resources policies and procedures.

Experience in drafting work samples and recruitment advertisements.

Experience using independent judgment to handle sensitive and/or confidential issues, matters and materials.
