Performs as a strategic business partner to management and serves as an employee advocate and mentor for change, when necessary. Constant involvement in recruitment and onboarding process for employees, as well as the administration of employee benefits, employee paperwork (including HRIS data entry), employee relations and special projects as required. Supports and administers policy and ensures compliance with federal, state, and local employment laws and regulations. Provides advice and counsel to managers, supervisors and employees as related to Human Resources policies, procedures, and employee benefits.
ESSENTIAL DUTIES AND RESPONSIBILITIES
•Administers various human resources plans and procedures for all company personnel; assists in development and implementation of personnel policies and procedures (i.e., FMLA, vacation, benefits, evaluations, etc.).
•Prepares and maintains employee handbook and policies and procedures manual.
•Participates in recommending, developing and executing department goals, objectives, and systems.
•Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
•Works closely and proactively with managers and staff to develop human resources strategies and programs that address the organization’s needs and strategic business plan.
•Performs benefits administration for benefits programs, i.e., medical, dental, prescription, life, STD, LTD, 401(k) and EAP, to include claims resolution, change reporting, approving invoices for payment, communicating benefit information to employees, and monitoring benefit arrears payments for employees on leave. Serves as liaison with benefit providers as directed by the HR Manager. May audit benefit billings for accuracy and submit for payment approval.
•Conducts (and resolves) simple to complex workplace investigations regarding complaints and/or concerns brought forth by employees, and recommends corrective action if/when appropriate.
•Actively engages in coaching and counseling with managers and employees, as needed.
•Assists managers and supervisors in writing effective performance improvement plans and other disciplinary actions to minimize company liability while safeguarding employee rights.
•Evaluates positions and creates/updates job descriptions, ensuring accuracy for compensation pricing.
•Assists with compilation of data for annual EEO-1 reporting; maintains other records, reports, and logs to conform to EEO regulations and company’s Affirmative Action Plan.
•Leads and participates in recruitment and hiring efforts and duties for exempt and non-exempt personnel; conducts new-employee orientations, writes and places advertisements. This includes but is not limited to coordinating post-offer background investigations and employment tests, creating and delivering offer letters, etc.
•Conducts exit interview, or receives exit interview information; analyzes aggregate information to determine appropriate opportunities for improvement initiatives.
•Creates and/or delivers training programs for employees and managers, including but not limited to: harassment, discrimination, performance management, conflict skills, and interviewing techniques.
•Participates in the annual employee evaluation process through understanding evaluation criteria and advising managers in the proper manner for completion to provide a meaningful evaluation for an employee.
•Inputs and maintains employee information in the Human Resource Information System and compiles reports from database as needed.
•Coordinates distribution of communication materials for employee benefits.
•Maintain working knowledge (via practice, reading, and/or coursework/seminars) of changing regulatory environment affecting employment law and benefit plans, such as ERISA, COBRA, and HIPAA.
•Performs periodic HR audits as needed and/or directed to ensure integrity of information, and compliance with governing laws and regulations.
•Maintains supplies/forms for benefits administration.
•Creates and maintains employee personnel, benefits, and legal files.

EDUCATION AND EXPERIENCE
•Bachelor's degree and 3-5 years prior HR experience at the Generalist level
•Professional in Human Resources (PHR) certification preferred.
•Previous hands-on experience with an HRIS
•Experience in investigating and resolving complex employee relations issues in a timely manner
CERTIFICATIONS AND/OR LICENSE
•Professional in Human Resources (PHR) certification, or progress and ability to attain within one year after hire
